REQUEST FOR EXPRESSIONS OF INTEREST

AFRICAN DEVELOPMENT BANK

  1. The African Development Bank, with funding from the Youth Entrepreneurship and Innovation Multi-donor Trust Fund (YEI MDTF), hereby invites Consultant Firms to express their interest for a consultancy on “Deploying Digitization and Trade for resilience building in West Africa” covering Nigeria, Ghana, Mali, and Togo ;
  1. The Bank Group’s Ten-Year Strategy (TYS) 2013-2022 identifies Private Sector Development as a core priority for Africa to improve the sustainability and inclusiveness of its regional member countries (RMCs)’s growth. While the pandemic has affected countries globally, some have been impacted more than others because of their already fragile economies and other resultant effects such as the global decline in oil prices. In response to the health crisis, the Bank established a US$10bn Covid-19 Rapid Response Facility in 2020 to support governments efforts towards cushioning the economic strain. This assignment will support this and other global initiatives by targeting specifically SMEs, one of the worst hit sectors and a chief contributor to many economies ;
  1. The overall objective of this consultancy is to undertake a holistic diagnostic of the COVID-19 impacts on youth-owned and youth-led SMEs in the selected countries in the agriculture and ICT sector and design a post-pandemic action plan for recovery of business operations, based on national priorities, available resources and strategic policy measures. The project will assess the SMEs in the four countries for AfCFTA readiness, design business digitization tools and a 2-year trade recovery plan ;
  1. The Trade and Investment Climate Division (PITD2) invites Consultant Firms to submit their interest in providing the services described above. Interested Consultants must provide information on their capacity and experience indicating that they are qualified to perform services (brochures, description of similar assignments, experiences in similar settings, demonstration of the requisite skills mix in your team, time availability to undertake this assignment, etc.) ;
  1. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the “Bank’s Procurement Policy Framework and Methodology”, for projects financed under the African Development Bank, October 2015 edition, which is available on the Bank’s website at http://www.afdb.org. Please note that interest expressed by a consulting firm does not imply any obligation on the part of the Bank to include it in the shortlist ;
  1. The duration of the assignment is estimated to be six (6) months and the commencement date is planned for March 2022. Interested Consultant Firms may obtain further information at the address below during office hours: i.e. 08.30 to 17.00hrs, local time in Cote d’Ivoire ;
  1. Expressions of Interest must be delivered through e-mail in English by 17.00hrs local time in Cote d’Ivoire on Friday 11 February 2022 under the heading Deploying Digitization and Trade for resilience building in West Africa: Posturing Youth-led SMEs for the AfCFTA.”
