This Request for Expression of Interest follows the General Procurement Notice for this Project that appeared on the African Development Bank’s Internet Website (www.afdb.org).

The Government of the Republic of Zambia has secured funds from the CIF to implement the Expanded Response to Climate Resilience in Development (ERCRiD) and intends to apply part of these funds to commission a consultancy to undertake a Gender-sensitive Climate Risk and Vulnerability and Institutional Capacity Assessment in Copperbelt, North-western and parts of Central Provinces.

The assignment will undertake a Gender Sensitive Risk and Vulnerability and Institutional Capacity Assessment in order to identify, understand, document and map the vulnerabilities of local populations’ economies, environment and assets in the Copperbelt, North-Western and parts of Central Provinces and recommend climate -resilient adaptation and development options and pathways including investment options for climate resilient infrastructure. Furthermore, it will develop a framework to enhance capacity of national and regional stakeholders to plan, manage and implement climate adaptation measures for the ERCRID Project.

In undertaking this assignment, the consultancy firm will undertake gender-responsive household surveys in the targeted regions to fill climate resilience and gender data gaps; Gender Disaggregated Climate Risk Assessment of the provinces’ Mining, Forestry, Land and Agricultural sectors; assessment of land use planning in urban areas in the target areas and propose tools and guidelines to ensure effective and efficient land use planning and develop a full bankable proposal for an expanded response.

Specifically, the consultancy firm will :

  1. Undertake a situation analysis in target areas on past and current climatic hazards, their impacts and initiatives to address these and document the livelihoods and ecosystems trends in line with identified climate hazards ;
  2. Conduct inception workshops in the target areas involving provincial, district and ward stakeholders ;
  3. Working with a climate change impact modeller to verify and ground-truth climate change predictions and assess future climatic hazards and undertake mapping of the most vulnerable or to be affected sectors, districts, livelihoods and assets ;
  4. Conduct field consultations with local stakeholders and community groups on existing vulnerabilities and coping strategies in order to identify the most vulnerable Districts and Wards across the target areas ;
  5. Mapping of past and current hazards in the target districts generally, and zone specific hazard prone areas (hotspots) including land cover, vegetation cover, geological hazards, temperatures, and precipitation distribution ;
  6. Assess the adaptive capacities currently prevailing in the target areas for different stakeholders disaggregated by gender and other socially defined vulnerable groups and recommend actions to address relevant capacity gaps ;
  7. Identify on-going opportunities for disaster risk reduction and climate change adaptation that the government and district planning structures could scale up to strengthen climate resilience and disaster preparedness in the target areas ;
  8. Identify specific areas of capacity building assistance required for mainstreaming gender sensitive climate change adaptation, risk assessment and management in the target areas’ development plans ;
  9. Carry out stakeholder mapping and conduct extensive stakeholder consultations to complement the desk review and assess the capacity needs, as well as priorities in terms of institutional arrangements for implementation of the ERCRiD project. This will be coupled with stakeholder analysis for the purpose of identifying and ascertaining the key stakeholders for the successful implementation of the ERCRiD ;
  10. Capacity assessment will be undertaken to determine the level of preparedness of governance structures in the target project areas. This will include identification of knowledge, skills and information gaps related to climate change and make recommendations for addressing these gaps during full scale project implementation ;
  11. Documenting the changing patterns of livelihoods, ecosystems and climate including trends of the hazards identified in (10) above ;
  12. Develop a climate risk and vulnerability profile forecasted for each target district and Ward to inform future development plans and investments ;
  13. Assess sector specific impacts of the past hazards identified in (10) above, including the economic cost of each at district and national levels ;
  14. Produce high resolution spatial maps and associated assets for the targeted areas outlining the respective vulnerabilities ;
  15. Conduct validation workshops for the findings and prepare a consolidated validation report ;
  16. Produce a bankable investment project to improve adaptation and build the resilience of local vulnerable groups against climate change.

The targeted areas are Copperbelt, North-Western and parts of Central Provinces. The assignment should be completed within 4 months upon signing of the contract

Eligibility and selection procedure shall be Quality and Cost Based Selection (QCBS) in accordance with the African Development Bank’s Procurement Policy for Bank Group Funded Operations dated October 2015, which is available on the Bank’s website at http://www.afdb.org.

The Ministry of Green Economy and Environment (MGEE) now invites eligible firms to indicate their interest in providing the Services. Expression of Interest must be delivered to the address below by Friday 1st April 2022, at 10:00 hours in sealed envelopes clearly marked (Consultancy to undertake a Gender-sensitive Climate Risk and Vulnerability and Institutional Capacity Assessment in Copperbelt, North-Western and parts of Central Provinces).
