- The Federal Ministry of Agriculture and Rural Department (FMARD) has received a Medium Income Country (MIC) Grant, from the African Development Bank (AfDB), towards consultancy for the provision of transaction advisory support to the Nigerian Federal Ministry Of Agriculture And Rural Development’s Staple Crop Processing (SCPZ) Initiative and intends to apply part of the agreed amount for this grant to payments under the contract for feasibility studies for the establishment of up to four Special Agro Industrial Processing Zones (SAPZs) in priority agriculture corridors across the country ;
- The services included under this assignment are preparation of site specific feasibility reports that will guide the design of appropriate SAPZ project interventions and will involve value chains analysis, infrastructure assessment and evaluation, technical design for the processing hub and accompanying Rural Transformation Centres (RTCs), design of common use structures, Social and Environmental Safeguards analysis, and identification of existing and new anchor investor companies capable of managing the SAPZs. The successful consultancy firm(s) will be expected to engage various stakeholders including farmers, public sector agencies, private sector as well as the civil society and community-based organizations. The estimated duration of services is 12 weeks (February to May 2020) ;
- The Federal Ministry of Agriculture and Rural Development, now invites eligible Consulting Firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services including (a) brochures – profile of firm/consortium including ownership structure and role of each corporate entity with full contact details, (b) description of similar agriculture-related consultancy assignments in the last 5 years including project preparation and design, (c) experience in similar conditions in Nigeria and/or in sub-Saharan Africa, (d) availability of appropriate skills among staff, some of whom should have good knowledge of the environment etc. All documents must be transmitted in ONE FILE ONLY. Transmissions involving multiple files will be rejected! PDF format is preferred. Consultants may constitute joint ventures to enhance their chances of qualification ;
- Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the Procurement Policy for Bank Group-Funded Operations (Policy), October 2015, which is available on the Bank’s Website at https://www.afdb.org/en/projects-and-operations/procurement/new-procurement-policy/. Please, note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Government to include it in the shortlist. Only the shortlisted consultants will be contacted ;
- The estimated duration of services is three (3) months and the estimated starting date is March 2020 ;
