Project REQUEST FOR EXPRESSION OF INTEREST (INDIVIDUAL CONSULTANT)

1. The Government of South Sudan has received grant funding from the African Development Bank towards the cost of the Strategic Water Supply and Sanitation Project (SWSSIP), and plans to apply part of the agreed amount for this grant to payments under the contract for strengthen the capacity of the South Sudan Urban Water Corporation staff in Baseline studies, Engineering designs tendering documents (B.OQs, Specifications& TOR), Project Management Using PRINCE2, FIDIC Contract Management; Procurement Processes, Tendering and Contract Negotiations; and Commercial, operations and maintenance of Urban water supply system ;

2. The services included under this project are building and strengthening the capacity of South Sudan Urban Water Corporation staff to effectively manage the urban water supply system. This will contribute to improving identifiable skills gap among the project implementation team as well as in the capacity and management of the urban water supply system.

Specific Objectives :

• Engineering ;
• Baseline Studies, Engineering Design, BOQs, development of Specifications, Architectural and Structural designs and documentation ;
• Project Management ;
• Project management using and applying PRINCE2 approach ;
• Management of FIDIC type Contract (Module 1 on Practical Use of the FIDIC Contracts, Module 2 on Claims and Disputes Resolution, Module 3 on Dispute Adjudication Boards, Module 4 on FIDIC Contracts Management and Administration) ;
• Procurement ;
• Procurement of contractors and consultants key aspects for Contractor negotiations, tender Documentation ;
• Commercial / O&M Expert ;
• Operation and maintenance of urban water supply system including billing and revenue collection management.

3. The South Sudan Urban Water Corporation now invites eligible consultants to indicate their interest in providing the trainings in the respective fields of specializations listed above. Interested consultants must provide information indicating that they are qualified to perform the services. The consultant will have been actively involved in Training of audiences in the subject matter for at least 8 years and they must have the following Essential Skills & Competencies.

Engineer for Baseline studies :

1. A Post Graduate Qualification in Water Resources, Civil Engineering or Solar Energy ;
2. A Bachelors’ Degree in Civil/ Water Resources/Agricultural Engineering/ Architecture ;
3. Minimum of 8 years of working experience as a trainer or consultant in the relevant field ;
4. Demonstrations of 5 years of experience in dealing with developing countries ;
5. Membership of an Engineering professional Body shall be an added advantage.

Project Management Expert :

1. Graduate level Engineer degree in Civil / Water or Law ;
2. At least 8 years demonstrated expertise in project & FIDIC contract management in Civil works ;
3. At least 3 previous similar assignments ;
4. Demonstrated training ability and ability to prepare and deliver technical information to their audience ;
5. At least 5 years’ project management and implementation experience in developing countries ;
6. Good command of spoken and written English language.

Procurement Specialist :

1. Graduate level Procurement or Law with a MCIPS ;
2. At least 8 years demonstrated expertise in procurement of civil works & consultancy contracts ;
3. At least 3 previous similar assignments ;
4. Demonstrated training ability and ability to prepare and deliver technical information to their audience ;
5. At least 5 years’ project management and implementation experience in developing countries ;
6. Good command of spoken and written English language.

Commercial / O&M Expert :

• Graduate level Civil /Water / Mechanical with a commercial post qualification ;
• At least 8 years demonstrated expertise in Operation & maintenance of Urban Water Supply System ;
• At least 3 previous similar assignments ;
• Demonstrated training ability and ability to prepare and deliver technical information to their audience ;
• At least 5 years’ project management and implementation experience in developing countries ;
• Good command of spoken and written English language.

4. Applicants shall submit their expression of interest by specifically identifying the training area in which they consider themselves to be qualified enough to deliver the particular training concerned, in the specialized professional fields listed under paragraph 2 above ;
5. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operation,” dated October 2015”, which is available on the Bank’s website at http://www.afdb.org ;

6. Consultants will be Evaluated basing on criteria below and the best evaluated invited for contract signing :

General qualification and suitability for the task to be performed ……………………..	20%
General Work Experience (8 years of working as a consultant/ Trainer) ……………	20%
Experience in Specific assignment described in the TOR (5 Assignments in last 8
years) ……………………………………………………………………………………………………..	50%
Experience in working with donor Agencies (5 Assignments in last 8 years) ………	5%
Experience in working in third world countries (5 Assignments in last 8 years) …..	5%

Only shortlisted proposals scoring 75 points and above shall be considered for this assignment. All the consultants shall be ranked and the highest ranked consultant will be selected for the said assignment if their cost/fees are within the available budget.
