Consultancy Service for Operationalization of Policy and Regulatory Framework for IRP

The Republic of Botswana has received financing from the African Development Bank (AfDB), through the Sustainable Energy Fund for Africa (SEFA), toward the cost of the “Botswana Renewable Energy Support Project”, and intends to apply part of the agreed amount for this grant to payments under the contract for Consultancy service for the Operationalization of policy and regulatory framework for Integrated Resource Plan (IRP) implementation and Development of regulatory instruments and technical studies to support IPP facilitation roll out: Botswana National Grid Code, Electricity Cost of Service Study and Tariff Framework, and Licensing Framework, and intends to apply part of the agreed amount for this grant to payments under the contract.

The services included under this project are: Review of policy, regulatory and institutional frameworks in the energy sector; development of the Botswana National Grid Code, Electricity Cost of Service Study & Tariff Framework and the Licensing Framework. The assignment should be completed within 15 calendar months from commencement of service.

The Botswana Energy Regulatory Authority (BERA) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification. Key Experts will not be evaluated at the shortlisting stage.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the QCBS method set out in the African Development Bank’s Procurement Framework, dated 2015 which is available on the Bank’s website at http://www.afdb.org.

Interested consultants may obtain further information, including the Terms of Reference, at the address below during office hours from 0800 hrs to 1700 hrs.

Expressions of interest must be delivered to the address below on or before the 14 March 2022 at 1200 noon and mention “Consultancy Services for Policy and Regulatory Frameworks and Instruments and Technical Studies”.
