Recruitment of a Consulting Firm 

(Republication)

  1. The African Development Bank (AfDB) hereby invites Consulting Firms to indicate their interest in the following assignment : “FEASIBILITY STUDY OF A PROGRAM FOR PHASING OUT INEFFICIENT COOLING PRODUCTS IN THE RESIDENTIAL AND COMMERCIAL SECTORS IN EGYPT” ;
  1. The entire population (~100 million) of Egypt has access to grid electricity. Electricity generation has more than tripled over the past 20 years with a Compound Annual Growth Rate (CAGR) of 6%. With a total installed capacity of 59 GW compared to a peak load of around 31 GW, Egypt currently enjoys a sizable surplus generation capacity after suffering from a 6 GW supply shortage just a few years back ;
  1. These great achievements obtained by the country in electricity generation come with environmental costs and climate change impacts. Egypt’s power generation relies heavily on fossil fuels (oil and gas) comprising more than 90% of the energy mix. As such, the energy sector is the largest contributor to GHG emissions in Egypt, in which the power sector is estimated to contribute about 30% ;
  1. PERN invites Consulting Firms to indicate their interest in providing consulting services to conduct the feasibility study for phasing out inefficient refrigerators and air conditioners (cooling products) in the residential and commercial sectors in Egypt. The assignment is expected to be carried out over a period of six (6) months, starting at the end of February 2022. All deliverables shall be prepared and submitted for review and approval within the said period ;
  1. Interested eligible Consulting Firms or consortiums shall limit their expressions of interest (EOIs) to 20 pages and provide information on :
  • Details of the firm or consortium (including nationality of the firms and contact person) and preferably including DACON1 registration number ;
  • Strengths, expertise, approach and any information relevant for the assignment ;
  • Experience in similar assignments ;
  • CV of Key Staff members whose experience relates to the assignment ;
  • Any additional document /section deemed relevant.
  1. Eligibility criteria, establishment of the short-list and selection procedure shall be in accordance with the AfDB’s “Procurement Policy for Bank Group Funded Operations, October, 2015” which is available on the Bank’s website at http:/www.afdb.org. Please https://econsultant.afdb.org/ note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist ;
  1. Interested Consultants may obtain further information at the address below during office hours from 08:00 — 17.00 hours Abidjan local time on Mondays to Fridays inclusive except on Public Holidays ;
  1. EOIs must be submitted no later than 28th January 2022, 6 pm Abidjan time to: Jalel CHABCHOUB (chabchoub@afdb.org)/ Luc TOSSOU (k.tossou@afdb.org) with copy to Roland AMEHOU (g.amehou@afdb.org) and Antoine DIOGO (w.diogo@afdb.org) ;
  1. All submitting firms will receive a confirmation email the same day by 6 pm Abidjan local time. If you do not receive a confirmation email, your EOI might not have been received, you are invited to contact the above persons ;
  1. Please note that this is a republication of the EOI. It is important to mention that the consulting firms which have already applied to the first request of EOI should re-submit an EOI if they want to be considered for this assignment.
