REQUEST FOR EXPRESSION OF INTEREST – CONSULTANCY FIRMS

Consultancy Services for Updating of Feasibility Study, Environmental and Social Impact Assessment (ESIA) and Resettlement Action Plan (RAP), and Preparation of Design and Bidding Documents

  1. The African Development Bank (the AfDB or the “Bank”) hereby invites Consulting Firms to indicate their interest for the provision of consultancy service for the implementation of “Updating of Feasibility Study, ESIA and RAP, and Preparation of Design and Bidding Documents for Hurso-Harar-Jijiga II 230 kV & Fafem and Birkot 132 kV Power Transmission Project”, Ethiopia ;
  1. The Bank, working with the Government of Ethiopia, is preparing for potential financing, a pipeline of power sector projects that will address the sector development needs of Ethiopia. One of the projects identified is the above captioned project. The project is intended to expand the national grid, and project area starts from Hurso 230 kV existing substation and extends in Eastern direction to Birkot via major towns of Harar, Fafem, Jijiga and Degahabur, and in the other direction from Kebri Dehar to Birkot. The project involves the construction of transmission lines with a total length of approximately 331 km, construction of four new substations and extension of existing five substations. The implementation of the project will help to strengthen the power grid in the eastern part of the country and thus support the provision of reliable and adequate power for current and anticipated demand in the eastern region of the country ;
  1. A need for updating the existing feasibility and ESIA of the project that were prepared by the Ethiopian Electric Power (EEP), has been identified by the Bank to assist EEP in the preparations of bankable project for the possible financing. Towards this end, the Bank, through its Regional Power Operations Division (RDGE.1) – intends to recruit a Consultancy Firm to undertake the updating of the feasibility study, ESIA and RAP, and the preparation of designs and bidding documents and invites interested consulting firms to submit their expressions of interest ;
  1. The services to be provided under the Assignment include, but not limited to, the following :
  1. Review, update and completion of the Feasibility Study prepared by EEP considering the existing and future power generation and transmission lines including regional power interconnections. This task shall include power system study/network analysis, conductor selection, determine project’s viability by preparing economic and financial analysis, preparation of project’s schedule and cost estimate, etc. ;
  2. Review, update and completion of the ESIA Study and RAP prepared by EEP, prepare an Environmental and Social Management Plan (ESMP) in accordance with the African Development Bank’s Environmental and Social Assessment Procedures, Integrated Environmental and Social Impacts Assessment Guidelines, particularly on power projects, and Bank’s policy on Involuntary Resettlement ;
  3. Prepare detailed design including the transmission lines profile, specifications, optimized layout and design of project components and bidding documents based on best engineering practice ;
  4. Knowledge Transfer through on-job training for a number of relevant EEP staff ;
  5. Submit the updated feasibility study, ESIA and RAP studies, as well as design and bidding documents ;
  6. The Consultant is expected to work in close collaboration with relevant institutions, in particular the Ethiopian Electric Power during the process of review, update and preparation of the deliverables under this Assignment. The language of the Assignment is English ;
  7. The African Development Bank, through its Regional Power Operations Division (RDGE1) invites Consulting Firms to indicate their interest in providing the above-described services. Interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, company profile, references for similar services, experience in comparable assignments, availability of qualified staff, etc.) ;
  8. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy and Procedure for Corporate Consultants Recruitment. Please, note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist ;
  9. The estimated duration of services is seven (7) months, and the starting date will be the date of signing of the service contract for this Assignment. The Firm should demonstrate the availability of sufficient qualified and experienced staff to deliver on the full scope of the Assignment ;
