REQUEST FOR EXPRESSIONS OF INTEREST (REOI)

Consultancy services to update “The African Development Bank Energy Sector Policy

 

 

  1. Assignment : The African Development Bank Group (the “Bank”) hereby invites consulting firms to express their interest to assist the Bank in the following assignment: Updating of the African Development Bank Energy Sector Policy (the “Assignment”) ;
  1. Objective : The Assignment aims to update the Energy Sector Policy of the Bank to make it in line with (i) emerging trends and developments in the energy sector, and (ii) major continental and regional policies related to energy. Accordingly, the selected consulting firm (“the Consultant”) is expected to work on all relevant workstreams associated with the preparation of the Revised Energy Sector Policy of the Bank. The Assignment will include extensive internal and external consultations ;
  1. Tasks and deliverables : The Consultant is expected to assist the Bank in the preparation, validation, and dissemination of the Bank’s Revised Energy Sector Policy. The major tasks for this Assignment include, but are not limited to: (i) Conduct an analysis of current challenges, opportunities, trends, and outlook of the energy sector in Africa; (ii) Analyse relevant continent-wide energy related policies and regional energy policies, strategies and master plans, such as the Africa Union Agenda 2063, SDGs and Paris Agreement with a view to harmonizing these with the Revised Energy Policy; (iii) Review relevant international treaties, such as the Paris Agreement as well as Bank policies and strategies, such as the Climate Change & Green Growth Policy and Strategy, the New Deal on Energy for Africa, Bank Selectivity Paper, etc. (iv) Provide support and assistance during the approval process of the Revised Energy Sector Policy; (v) Lead the design and implementation of consultation and dissemination processes for the Revised Energy Sector Policy; (vi) Draft the Revised Energy Sector Policy for the Bank. Key deliverables under the preceding tasks are the Inception Report, the Interim Technical Report, the Approach Paper, the Stakeholders Consultation Report, the Revised Energy Sector Policy, Power Point presentation of the relevant key deliverables, and the Dissemination Plan of the Revised Energy Policy ;
  1. Expression of interest: The Bank invites eligible consulting firms to express their interest in providing consulting services to assist the Bank in executing this “Assignment” in the form of Expression of Interest (EOI). The EOI should have the following title : “UPDATE OF THE AFRICAN DEVELOPMENT BANK ENERGY SECTOR POLICY” ;
  1. Qualification to perform the consulting services: Interested consulting firms should provide information demonstrating their competencies to perform consulting services envisaged under the Assignment, such as providing existing credentials, documents referencing their track record or portfolio with similar and relevant experience. Consulting firms can create consortiums to enhance expertise and experience with a view to qualifying for the Assignment ;
  1. Required expertise: Interested consulting firms are expected to demonstrate extensive experience in energy sector policy formulation, energy sector regulation, utility management, strategy and policy implementation, monitoring and evaluation, power sector planning, renewable and non-renewable energy, power market development and expertise in areas of energy development economics, modelling, policy dialogue, energy climate change, private sector development, financing, and investment. Substantive experience in the Africa region and experience in working with multilateral and bilateral development banks (MDBs), Development Finance Institutions (DFIs) as well as in energy sector operations, evaluation and processing will be an added advantage ;
  1. Department issuing the request : Energy Financial Solutions, Policy and Regulations ;
  1. Duration of the assignment : The duration of the assignment is 14 calendar months ;
  1. Place of assignment : Due to the constraints imposed by the Covid-19 pandemic, this assignment will be mostly carried out remotely. However, key personnel for the Assignment may need to travel to the Bank’s headquarters or selected African countries within the duration of the Assignment ;
  1. Tentative date of commencement : 22nd February 2022 ;
  1. Procurement Process :

The eligibility criteria and selection process shall be done in conformity with the Bank’s Rules and Procedures for the Use of Corporate Consultants :

  • It is worth noting that Expression of Interest (EoI) by a consulting firm does not imply any obligation on the part of the Bank to include it in the shortlist. Adherence to the Bank’s Code of Ethics and Core Values is an essential requirement for this Assignment ;
  • The Bank reserves the right to cancel or postpone this procurement process should that be deemed necessary. In such circumstances, interested consulting firms may obtain further information from the Bank via the email addresses outlined below.
