REQUEST FOR EXPRESSIONS OF INTEREST
LENDERS’ TECHNICAL AND ENVIRONMENTAL & SOCIAL ADVISOR FOR THE MOYI POWER MINI GRIDS PROJECTS IN DEMOCRATIC REPUBLIC OF CONGO

ENERGY FINANCIAL SOLUTIONS (PESR.2)
- The African Development Bank hereby invites Consulting Firms to indicate their interest in the following Assignment: Moyi Power mini grids projects in Democratic Republic of Congo – Lenders’ Technical and Environmental & Social Advisor ;
- The assignment consists in conducting technical and environmental & social due diligence for the group of lenders considering the financing of the Moyi Power mini grids projects in the cities of Gemena, Bumba and Isiro in Democratic Republic of Congo. The three hybrid solar powered mini grids are to be privately developed by a consortium selected following an international bidding process, and the concessions for the three sites were signed in June 2021 by the DRC Ministry of Energy and Hydraulic Resources. It is expected that the initial installed capacity will be about 5MW per city, and that the served population will eventually reach about 200,000 people per city (ie a total served population in the 3 cities of 500,00 – 600,000) ;
- The Energy Financial Solutions division invites Consulting Firms to indicate their interest in providing the above-described services. Interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their qualifications and experience demonstrating their ability to provide the services. The Expression of Interest should not be more than ten (10) pages ;
- Please, note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist ;
- The above-mentioned services are expected to start in January 2022 ;
- Interested Firms may obtain further information at the addresses below during the Bank’s working hours: from 09:00 to 17:00 hours (Abidjan time) ;
- Expressions of interest must be received at the address below no later than Friday, 12th November 2021 at 17h00 GMT and specifically mentioning : Moyi Power mini grids projects in Democratic Republic of Congo – Lenders’ Technical and Environmental & Social Advisor.
