EXPRESSION OF INTEREST (EOI)

FOR

INDIVIDUAL CONSULTANT TO PREPARE A PROJECT COMPLETION REPORT AND BENEFICIARY IMPACT ASSESSMENT FOR THE SMALLHOLDER AGRICULTURAL PRODUCTIVITY ENHANCEMENT AND COMMERCIALIZATION (SAPEC) PROJECT

1. The Government of Liberia (GOL) with support from the African Development Bank (AfDB) implemented the Smallholder Agricultural Productivity Enhancement and Commercialization (SAPEC) Project under the Ministry of Agriculture. The SAPEC Project is financed under the Global Agriculture and Food Security Program (GAFSP) Multi-Donor Trust Fund, the African Development Fund (ADF), and the Government of Liberia. The SAPEC Project is being implemented in 13 of the 15 counties (Maryland, River Gee, Grand Gedeh, Grand Kru, Sinoe, River Cess, Grand Bassa, Montserrado, Margibi, Bomi, Bong, Cape Mount and Gbarpolu) ;

2. The Bank intends to acquire the services of a qualified Individual Consultant to conduct the SAPEC Project to prepare the Project Completion Report and Beneficiary Impact Assessment as the project closes ;

3. The services under the Assignment include the following :

• Provide information on project description at appraisal and at closure; reasons for any deviations from the original design and consequences on final outcome of the project ;
• Describe procurement methods used; compliance with procurement procedures and indicate whether contracting and contract management were in accordance with sound contracting policies and practices. Assess the effect of procurement procedures on physical implementation of activities and outcome ;
• Assess the physical implementation of the project in terms of execution and on component by component basis and in terms of detailed analyses of what was achieved as compared to what was programmed to be undertaken and its expected impact. Establish the total numbers of direct and indirect beneficiaries for the project under each subcomponent ;
• Assess the performance of the various parties involved in the project (Project Implementing Agency, contractors, consultants, the African Development Bank and the PIU) ;
• Provide an assessment of the achievement of the objective of the project and operational performance, and indicate major problems encountered during implementation and indicate solutions envisaged ;
• Determine beneficiary views on the extent to which the SAPEC Project remain relevant to the rural Farm Households (FH) of the country and to national priorities i.e. to what extent are the SAPEC Project interventions contributing to the Liberia Agriculture Sector Investment Programme II objectives on the basis of the interventions being implemented through the project ;
• Establish the extent to which SAPEC Project delivery processes are satisfactory to the beneficiaries. Specifically what are beneficiary perceptions on the targeting processes in Project programmes; level of efficiency and quality delivery of projects inputs such as construction of irrigation schemes; rehabilitation of rural feeder roads; rehabilitation/construction of market centers, technology transfer centers, cassava processing hubs, and agricultural laboratories. Supply of farms inputs and provision of various category of farmer trainings ;
• Determine beneficiary perceptions on the extent to which the beneficiaries Food Security and Household Income status have started to improve as a result of SAPEC Project interventions ;
• Identify and document lessons learned and make recommendations regarding specific actions that should be taken to improve the design of future projects.

4. The AfDB invites eligible and qualified individual consultant to indicate their interest in providing the required Consulting Services. Interested consultants must provide information indicating that they are suitably qualified to perform the services. The information includes but not limited to (brochures, description of similar assignments, and experience in similar conditions ;
