GENERAL PROCUREMENT NOTICES (GPN)
The Government of Ghana has secured funding support from the African Development Fund (ADF) towards implementing the ‘Strengthening Institutional Capacity for Domestic Resource Mobilization and Economic Management Project (SIC_DRM_EMP)’ for identified beneficiary Divisions and Agency of the Ministry of Finance ;
The principal objectives of this project are to bolster efforts to entrench macro-fiscal irreversibility and sustainable socio-economic development in the three (3) under-listed component areas :
- Enhancing public financial regulations through effective treasury and credit risk management ;
- Improving system efficiency for non-tax revenues (NTR) and aid coordination; and
- Supporting the financial system and capital market development.
Project Components: The Project has four proposed components namely: (i) Expanding tax base by revitalizing resource mobilization and fostering economic relations, (ii) Enhancing public financial regulation through effective treasury and credit risk management, (iii)Supporting financial services and capital market development, and (iv) Project Management Support.
Component I –Improving system efficiency for non-tax revenue and aid coordination. This component has been designed to address institutional fragmentation as well as enhance system efficiency in the management of economic relations for resource mobilization and in the collection and management of NTR, as well as to enhance disclosure and transparency through enhanced reporting. These objectives will be achieved by putting in place an overarching policy framework, as well as introducing an electronic reporting platform for Ministries, Departments and Agencies (MDAs) responsible for collecting non-tax revenues.
Component II -Enhancing public financial regulation through effective treasury and credit risk management. This component aims at enhancing transparency in debt management reforms through improved coordination, reporting and information sharing among actors in the debt management space, focusing on the recently established “debt community” platform. The ultimate objective is to ensure Government borrowing is done at the lowest degree of cost with a prudent degree of risk while promoting the development of a diversified capital market. Activities under this component will also support to improve coordination of fiscal, monetary and debt policies through improved accuracy of cash forecasts of the Central Government inflows and outflows of cash into and out of Government’s bank accounts.
Component III-Supporting financial services and capital market development. This component will provide support to undertake preparatory activities for the establishment of an International Financial Services Centre (IFSC) as well as improve regulatory and supervision frameworks of the financial markets. These activities include: i) developing a strategic plan and business roadmap for the IFSC; ii) developing a draft legal and regulatory framework to underpin the IFSC; iii) support implementation of risk based supervision for asset management sector; (iv) acquisition and installation of a regulatory compliance portal for the SEC to transition to a risk-based supervision framework; vi) support drafting of new securities market surveillance and market making rules, aligned to global best practice; vii) strengthening financial market integrity through standardized reporting, and; vi) deepening financial literacy across the industry.
Component IV – will focus on providing project management support.
Acquisition of the services of Consultants will follow the Bank’s Rules of Procedure for the Use of Consultants. The Request for Proposals (RFP) are expected to be available from November 2021.
