1. The The Federal Democratic Republic of Ethiopia has received financing from the African Development Bank, AfDB hereinafter called the Bank toward the cost of Plant Design, Supply, and Installation of Medium & Low Voltage (33/0.4 kV) distribution network Construction of rural towns around Dalol and Afdera, and intends to apply part of the proceeds toward payments under the contract for Mekele-Dalol & Semera-Afdera Power Transmission Supply for Industrial Development and Access Scale-up Project (MDSAPIAP Lot-5) .For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing ;

2. The Ethiopian Electric Utility (EEU) now invites sealed Bids from eligible Bidders for Plant Design, Supply, and Installation of Medium & Low Voltage (33/0.4 kV) distribution network Construction of rural towns around Dalol and Afdera ;

3. Bidding will  be  conducted  through  the  Open  Competitive  Bidding (International), OCBI procedures as specified in the Bank’s large works one envelop without prequalification – August 2020 and is open to all eligible Bidders as defined in the Procurement Framework ;

4. Interested eligible Bidders may obtain further information from Ethiopian Electric Utility (EEU)

And inspect the Bidding document during office hours 8:00 am to 12:00 am and 1pm to 5:00pm at the address given below.

5. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 2000 ETB (two thousand birr) or in a convertible currency. The method of payment will be in cash ;

6. Bids must be delivered to the address below. On or before 1^st September 2021, 1:30pm. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 1^st September 2021 at 2:00pm ;

7. All Bids must be accompanied by a Bid Security of USD 100,000 (One Hundred Thousand USD) or its equivalent in a freely convertible currency ;

8. Attention is drawn to the Procurement Framework requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document ;
