Lesotho Lowlands Rural Water Supply and Sanitation Project : Climate Change and Adaptation

General Procurement Notice :

The Government of the Kingdom of Lesotho has received a Grant from the Global Environment Facility (GEF) Least Developed Countries Fund (LDCF) administered by the African Development Bank (AfDB) to finance Activities within the Lesotho Lowlands Rural Water Supply and Sanitation Project aimed at addressing challenges caused by climate change.

The principal objective of the activities is to improve the livelihoods of communities in the project areas facing challenges through better water resources management.

The Activities will enhance the sustainability and resilience of the LLRWSSP investments through :

  • Identifying and addressing climate risks ;
  • Improving readiness of communities and institutions, and ;
  • Sharing experiences accumulated through the project implementation.

The activities constitute the following :

  • Assessment of climate change risks and vulnerability in the targeted communities, identification of adaptation technologies for water supply including development and implementation of integrated catchment management plan for the larger Metolong Catchment, monitoring and early warning systems ;
  • Strengthening institutional capacity for better management of water resources to cope with projected impact of climate change on water as well as for in-ho//use management, monitoring and evaluation of climate change adaptation projects, including best practices for gender-sensitive adaptation ;
  • Strengthening awareness of the local communities on climate change and its impact on natural resources within the project area, enhancing ownership of the proposed adaptation plans and measures and adoption of adaptation technologies by institutions and communities ;
  • Putting in place proactive and structured Monitoring and Evaluation to document lessons learnt during and after the project, and capturing and disseminating the lessons learnt.

The Procurement of goods, works and consultant services shall be in accordance with the African Development Banks’ “Procurement Policy for Bank Group Funded Operations”, October 2015. Solicitation documents are expected to be available in November, 2019.
