GENERAL PROCUREMENT NOTICE
- The Africa Cybersecurity Resource Centre SUARL has received a grant from the African Development Bank to finance the Africa Cybersecurity Resource Centre for Financial Inclusion (ACRC) project ;
- The principal objectives of this project :
- To create an affordable shared platform for efficient cybersecurity monitoring (for cyberattacks detection). This will ensure that cybersecurity services will reach beyond tier I financial service providers and ultimately increase the safety of solutions provided particularly to vulnerable people. The projection is to have a new additional regional hub in East Africa with the key advantage of resources availed in close proximity and to strengthen the Senegal existing center who will cover all the West Africa region ;
- To provide affordable individualized advisory services to organisations (procurement of security solutions, contracting, execution of security tests) ;
- To support talent development in cybersecurity both at an academic and operational level (capacity building, skills development and retention as well as research, development and innovation) in a way that ensures the demand is met in a systemic and sustainable way.
- The project includes the following components :
- Establishing the regional headquarter and coordination office in Senegal ;
- Strengthening of the existing sub regional resource centre in Senegal ;
- Establishing a light sub regional centre in East Africa that will be supported both by the Senegal sub-regional office and the regional team also based in Senegal with the expectation of development to a full centre when available funding is mobilised.
- Procurement of goods and services will be in accordance with the Bank’s Procurement Framework of October 2015. Solicitation documents are expected to be available from October 2021 ;
