The Government of Ghana has received financing from the African Development Bank toward the cost of the Cocoa Sector Institutional Support Project (COSISP) and intends to apply part of the agreed amount for this facility to payments under the contract for “Consultancy services for COCOBOD Institutional Capacity Assessment and Development of a Medium-Term Capacity Building Strategy”.
The objective of the assignment is to assess the capacity building requirements and develop a medium-term capacity building strategy for Ghana Cocoa Board, whose implementation will enhance the Board’s organisational strength and sustainability as well as improve ability to deliver effectively on its mission.
The services included under this project are :
- Assessment of capacity building needs of all departments/units of COCOBOD in line with the objectives of the cocoa sector development strategy ;
- Review and update current staff performance appraisal framework and recommend reward system ;
- Develop a medium-term capacity building strategy that provides, among others ;
- a comprehensive capacity building trajectory including the effective utilisation and improvement of existing capacity building interventions and resources ;
- a harmonised approach to capacity-building interventions tailored to categories of functionaries in COCOBOD ;
- strong links between staff training and career development as well as organisational targets ;
- Annual targets for departments including reward systems for best performing departments/units ;
- Identify and clarify intra-institutional roles, responsibilities, and relationships for coordinated planning, implementation, and monitoring of capacity-building.
The Ghana Cocoa Board now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” October 2015, which is available on the Bank’s website at http://www.afdb.org.
