The Government of Zimbabwe has received a grant from the African Development Fund to finance the Institutional Support for State Enterprise Reform and Delivery Project (ISERDP) and intends to apply part of the agreed amount for these grants to payments under the contract for consultancy services to provide technical Assistance in carrying out a special performance review, development of turn around strategies and operationalization of the strategies Zimbabwe Road National Administration.
The main objective of the assignment is to support the Government of Zimbabwe efforts to strengthen good governance and high level of financial probity within the State Enterprises and Parastatals (SEPs) sector for their effective performance and contribution to the socio-economic development objectives of the country. This support is aimed at ensuring that all the key Government institutions and agencies are provided with adequate resources and facilities to enable them to carry out their functions conscientiously, fairly, honestly and efficiently. The specific task is to undertake performance reviews, develop SEPs reform/restructuring proposals and assist in the implementation of the approved reforms.
The Government of Zimbabwe, through the Ministry of Finance and Economic Development now invites eligible consultancy firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy and Methodology for Bank Group Funded Operations (BPM), dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
