GENERAL PROCUREMENT NOTICE
- The African Organisation of English-speaking Supreme Audit Institutions (AFROSAI-E) has received a grant from the African Development Fund to fund a component of the AFRICA FINANCIAL INTEGRITY AND ACCOUNTABILITY SUPPORT PROJECT (AFIAP) – in order to strengthen oversight and accountability through support to Supreme Audit Institutions ;
- The principal objectives of this component of the project are to :
Support capacity development for professional public sector accountants and auditors, that are adequately equipped to support accountability, transparency and good governance in the public sector.
Procurement activities include the following :
- Appointment of fixed term contractors with the necessary skill and know-how to assist with the execution of the project activities ;
- Appointment of consultants with relevant industry knowledge and expertise for short term assignments relating to product development and in-country support ;
- Travel and workshop activities for product development, in-country implementation, regional knowledge sharing and networking opportunities ;
- Appointment of in-country service providers as required by capacity building projects.
- The project includes the following components :
- Improvement of in-countries professional capacities to perform independent audits in the public sector ;
- Develop capacity to perform audits of emerging issues by developing standardised methodologies and guidance, training public sector auditors, developing toolkits and systems to improve public sector audit effectiveness ;
- Provide upgraded governance frameworks and institutional support for Supreme Audit Institutions (SAIs) ;
- Provide support to SAIs to integrate gender equity policy and gender mainstreamed activities in operational/strategic plans.
- Procurement of goods, works and the acquisition of consultancy services financed under the project, will be carried out in accordance with the “Procurement Policy and Methodology for the African Development Bank Group Funded Operations” (BPM), dated October 2015. Bidding documents will be communicated over the course of the project and are expected to commence from June 2022 and will continue as needed until December 2024 ;
