The Government of the Gambia has received financing in the amount of US$16,000,000.00 equivalent from the Global Agriculture and Food Security Program toward the cost of the Gambia Agriculture and Food Security Project and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. This project will be jointly financed by the Global GAFSP and the Government of The Gambia and supervised by the African Development Bank (AfDB).
The project includes the following components :
- Component 1 : Developing Sustainable food systems for improved livelihood, productivity and climate resilience (USD6.68 million) ;
- Component 2 : Reducing Vulnerability through Social Protection, improving nutrition, Promoting gender and Climate Resilient WASH (USD7.25 million) ;
- Component 3 : Project Management and Monitoring and Evaluation (USD2.05 million).
The Procurement activities of the Project will be implemented by: (i) the PMU set up by the Executing Agency under the CPCU; and (ii) the UN-WFP Country Office for specified activities to be implemented by them.
For the PMU activities, Procurement of goods (including non-consultancy services), works and the acquisition of consultancy services under project, financed under the Global Agriculture and Food Security Program (GAFSP)and supervised by the African Development Bank, will be carried out in accordance with the “Procurement Policy and Methodology for Bank Group Funded Operations” (BPM), dated October 2015 and following the provisions stated in the Financing Agreement. Bank standard PMPs will be utilized, using the relevant Bank Standard Solicitation Documents (SDDs).
For activities of the project to be managed and implemented by UN-WFP: the procurement of goods, works and the acquisition of consulting services, financed by under GAFSP and supervised by the Bank for the project, will be carried out in accordance the World Food Programme (WFP) applicable regulations, rules and procedures and provisions stated in the Grant Agreement as allowed by the paragraph 5.3(e) of the Bank Group Procurement policy.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the African Development Bank’s external website and in the local newspapers.
