The Government of The Gambia has received financing from the African Development Bank towards the cost of The Gambia Electricity Access Project (GEAP). The Government therefore intends to apply part of the proceeds of this financing for payments under the contract for Consultancy Services for Detailed Studies, Assistance for Procurement, Control and Supervision of Construction Works for electrification of 59 rural communities from Brikama and Soma Substations in The Gambia.

The objective of this assignment is to support the Project Implementation Unit (PIU) established under National Water and Electricity Company Ltd as owner’s engineer. The consultant will review the project feasibility study, conduct detailed project study, prepare tender documents and assist for procurement process. Then it will conduct control and supervision of construction works and Management of contractor for Supply, Installation, Testing and Commissioning of the MV and LV networks, Prepayment Meters, Service Connections in Fifty-Nine (59) rural communities from Brikama (feeder 2) and Soma (Feeder 4) substations. The consultant is also expected to assist the PMU to witness the Factory Acceptance Testing (FAT) of the major equipment and materials. All the services shall be in close collaboration with NAWEC’s PIU.

The project will be implemented over a period of thirty -four (34) man-months effort over an eighteen (18) months period that will be required to complete the assignment.

The Project Implementation Unit through National Water and Electricity Company Ltd now invites eligible Consulting firms to indicate their interest in providing the above services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification. The shortlist evaluation criteria shall also include :

  1. With at least 10 years of demonstrable knowledge and experience in the engineering design construction supervision and contract management of Transmission, Distribution (T&D) projects, experience in mix of standard 3-phase and MALT System will be an advantage ;
  2. Must have managed in the last 5 years at least two (02) MALT electricity distribution networks projects (from feasibility study to control and supervision of construction works through assistance for procurement), one of which must have been in an African Country, preferably in the South Saharan African Country.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy Framework and Methodology for Bank Group Funded Operations” October 2015, which is available on the Bank’s website at http://www.afdb.org.
