GENERAL PROCUREMENT NOTICE

 

The Government of the Republic of Liberia has received financing in the amount of UA37.5 million/US$53.15 million from the African Development Bank towards the cost of the Upgrading of the Putuken to John Davies Town (50km), and it intends to apply part of the proceeds to payments for goods, works, and related consulting services to be procured under this Project. This Programme will be financed by the African Development Bank (AfDB) through loan and grant proceeds.

The purpose of the Programme is to strengthen the sub-regional integration and trade in Liberia, Sierra Leone and Guinea. The Programme will: (i) improve the Putuken-John Davies Town (50 km) on the Fish Town-Zwedru axis to an all-weather road and the level of service of the Kailahun – Koindu Liberia/Guinea border roads (25km) and (ii) improve safety and crossing conditions of the Makona River on the Sierra Leone-Guinea border; (iii) improve accessibility and living conditions for people on the Programmer’s zone; and (iv) support building of a portfolio of future road projects through road studies.

The programme will include the following four (4) components :

Component 1:Road Studies and Climate Resilient Road Upgrade including Bridge : This component will comprise: (i) Studies of the 27km Gueckedou-Nongoa-SL border road section in Guinea; (ii) Studies of the 80 km Voinjama-Kolahun-Mendikoma road section in Liberia; (iii) Studies of 90km (Bo-Yele-Matotoka) road section in Sierra Leone; (iv) Climate resilient development and asphalting of the 25km Kailahun-Koindu-Liberia and Guinea borders road section in Sierra Leone; (v) Climate-resilient construction of a 0.25km bridge ‘Peace Bridge’ over the Makona River between Guinea and Sierra Leone; (vi) Climate resilient reinforcement and asphalting of road section Putuken– John Davies Town (50 km) in Liberia ; (vii) Works and Environmental mitigation measures in the 3 countries; (viii) Control and Monitoring of works in the 3 countries; (ix) Raising awareness on HIV/AIDS, Ebola, gender based violence, social mobilization, environmental protection, climate change nutrition and road safety, and COVID-19 in the 3 countries; and (x) Release of rights of way (expropriations), monitoring of the implementation of Environmental measures in the three (3) countries,(xi) Resettlement Action Plan (RAP) and Environmental monitoring in Liberia.

Component 2: Integrated Support : The component it will involve the following activities: (i) Construction of market in Koindu in Sierra Leone; (ii) Construction of market and boreholes facilities in Liberia; (iii) Support to two (2) Health Centers; (iv) Implementation of Gender Action Plan (GAP) in Sierra Leone; (v) Empowerment and capacity building of farmers and Small and Medium Enterprises (SMEs) to better engage in commercial activities, assess climate risks and opportunities and deploy climate-smart agricultural practices in Liberia.

Component 3: Transport and Trade Facilitation : This component will support: (i) Study on needs assessment of trade facilitation, including streamlining of border and corridor procedures and processes of the Programme and development of transit zones; (ii) Inter-agency coordination platform, sensitization, and training of customs officials; and (iii) Technical Assistant support to Mano River Union Secretariat in Procurement.

Component 4: Programme Management : This component will support: (i) Socio-economic impact monitoring/evaluation; (ii) Monitoring the implementation of the Environmental and Social Management Plan (ESMP) including Annual Environmental and Social Safeguards Performance and Programme Compliance Audit; (iii) Technical and Road Safety Audit; (iv) Accounting and Financial Audit; (v) Institutional Support and Professional Training Course for sector engineers and PIU; (vi) Equipment of the Executing/Implementing Agencies (vehicles, computer equipment and furniture);(vii) Functioning of the Implementing Agencies; and (viii) Functioning of the Joint Technical Committee (JTC).

Procurement of goods, civil works and consulting services shall be carried out in accordance with the “Procurement Policy and Methodology for Bank Group Funded Operations” (BPM), dated October 2015 and following the provisions stated in the Financing Agreements.

Specific procurement notices for contracts to be procured under the AfDB’s International Competitive Bidding (ICB) and for contracts for consultancy services will be announced, as they become available, in AfDB external Website, UNDB online, Ministry of Public Works website at mpw.gov.lr, the Public Procurement & Concessions Commission (PPCC) website and in at least two (2) widely circulated local newspapers in the Republic of Liberia.
