GENERAL PROCUREMENT NOTICE

FOR

DODOMA RESILIENT AND SUSTAINABLE WATER DEVELOPMENT AND

SANITATION PROGRAM, PHASE I

 

 

  1. The Government of the United Republic of Tanzania has received a loan from the African Development Bank Fund (ADF) to finance the Dodoma Resilient and Sustainable Water Development and Sanitation Program, Phase I ;
  1. The principal objective of the project is to improve supply of potable water in Dodoma City, which would serve both the existing and new developments in the city including the three towns of Chemba, Chamwino and Bahi. The project includes the following procurement components :
  • Consultancy services for design review and supervision of works for construction of Farkwa Dam and Water Treatment Plant (WTP) ;
  • Consultancy services for preparation of conveyance systems, water supply distribution networks, sanitation systems and fisheries management plan ;
  • Consultancy services for environmental and social execution services and social safeguards interventions ;
  • Consultancy services for catchment protection and management ;
  • Construction of Farkwa Dam ;
  • Construction of Water Treatment Plant ;
  • Procurement of various items including motor vehicles, office equipment and furniture, seedlings, etc.
  1. Procurement of works, goods and acquisition of consultancy services financed by the African Development Bank will be carried out in accordance with the “Procurement Policy and Methodology for Bank Group funded operations” (BPM), dated October 2015 using relevant Bank Standard Bidding Documents except for those, which will be procured using Borrower Procurement System (BPS). The procurements under BPS will be governed by the Public Procurement Act (No. 7 of 2011 as amended in 2016) ;
  1. Procurement of contracts for goods equal to and more than UA 300,000 per contract will be carried out under ICB procedures and NCB for lesser amounts. Modes of procurement for consulting services valued at less than UA 100,000 for firms and UA 50,000 for individuals will be by short lists based on national or regional advertisements. However, any eligible consultant, regional or not, who wishes to provide the requested services, should express his desire to be short-listed. For consulting services valued at more than UA 100,000 for firms, Quality and Cost Based Selection (QCBS) will be used and advertised in the Bank’s and UNDB websites ;
  1. The call for consultants, contractors and suppliers to provide the above services, works and goods respectively will be by specific procurement notices or Request for Expression of Interest that will be advertised. The first call is expected to be issued around May 2022 ;
