REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTANCY SERVICES – FIRMS)

  1. The Government of the Republic of Uganda has received financing from the African Development Bank towards the cost of Markets and Agricultural Trade Improvement Programme – Project 2 (MATIP-2). It is intended that part of the proceeds of this loan will be applied to eligible payments under the contracts for Consultancy Services for Design and Bid Preparation of Eighteen (18) Urban Markets in Municipalities and Town Councils distributed as follow :

  • Ntungamo Central Market in Ntungamo Municipality and Bushenyi Central Market in Bushenyi-Ishaka Municipality ;
  • Ibanda Central Market in Ibanda Municipality and Nyahuka Central Market in Nyahuka Town Council, Bundibugyo District ;
  • Kibaale (Karuguza) Daily Market in Kibaale Town Council and Masindi Central Market in Masindi Municipality ;
  • Kibaati Market in Mubende Municipality and Mpigi Central Market in Mpigi Town Council ;
  • Njeru Nile Market in Njeru Municipality and Iganga Central Market in Iganga Municipality ;
  • Bugiri Central Market in Bugiri Municipality and Kapchorwa Central Market in Kapchorwa Municipality ;
  • Kumi Central Market in Kumi Municipality and Kotido Main Market in Kotido Municipality ;
  • Koboko Main Market in Koboko Municipality and Nebbi Central Market in Nebbi Municipality.
  1. The Design and Bid Documentation Services Required under these Assignments as detailed below : 
  • Validate the Register of Vendors for Market(s) ;
  • Carry out Needs Assessment, Preliminary Designs and Final Designs to ensure that the designs are compliant with the current and future needs of the users/vendors and other stakeholders are within in the allocated budget ;
  • Consult with the Ministry of Local Government – MATIP-2, Project Facilitation Team (PFT), Municipal/Town Council Technical Planning Committee (TPC) and Municipal/Town Council Executive Committee all stages of the design process to ensure that any current needs are incorporated into the designs ;
  • Carry out the necessary analysis and prepare drawings and specifications for the proposed first level value-addition facilities as an integral part of the market ;
  • Undertake consultations with other relevant institutions i.e. Ministry of Agriculture, Animal Industry and Fisheries (MAAIF), Ministry of Trade, Tourism and Industry (MoTTI), Ministry of Gender, Labour and Social Development (MoGLSD), Makerere University Kampala – Food & Nutrition Solutions Ltd (MUK – FONUS), Namalere – Agricultural Engineering and Appropriate Technology Research Centre (AEATREC), Uganda Industrial Research Institute (UIRI), Ministry of Lands, Housing and Urban Development (MoLHUD) ;
  • Participate in Contractor Procurement Processes if requested by the Client ;
  • Obtain the necessary approvals for the final designs from the relevant regulatory Authorities. The implementation period of the assignment is estimated to be 4 (Four) Months.
  1. The Ministry of Local Government now invites eligible consultants to indicate their interest in providing these services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff etc.). Consultants may constitute joint ventures to enhance their chances of qualification ;
  1. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” May 2008 Revised July 2012, which is available on the Bank’s website at http://www.afdb.org
  1. Interested eligible consultants may obtain further information from the address below during working hours (0800hrs – 1700hrs) ;
  1. Expressions of interest must be delivered to the address below by 24th September 2020 at 11:00 am clearly marked “Request for Expression of Interests for the Consultancy Service for Design and Bid Documentation of (Name of the Markets) e.g. “Lot 1: Gatimba Market in Kisoro Municipality and Rukungiri Central Market in Rukungiri Municipality””
