Africa Mini-Grid Market Acceleration Programme (AMAP)

Design a national-scale mini-grid (GMG) acceleration programme framework and prepare all necessary supporting documents

RECRUITING OF CONSULTING FIRM

  1. The African Development Bank as administrator of the Sustainable Energy Fund for Africa (SEFA) hereby invites eligible consulting firms to indicate their interest to be contracted for the market development support activities for Africa Mini-Grid Market Acceleration Programme (AMAP), specifically in designing a national-scale mini-grid acceleration programme framework and in preparing all necessary supporting documents ;
  1. AMAP comprises of four Components: (i) Opening New Markets, (ii) Catalytic Support, (iii) Strengthening the Ecosystem and (iv) Programme Management. This Request for Expressions of Interest refers to Component 1: Opening New Markets which aims to design bankable national mini-grid programmes to attract public and private sector investment.

The objective of this engagement is to design a framework to be used as a basis to develop mini-grid market development approaches in target countries. The aim is to develop a relatively standardized process to enable countries to develop their GMG markets more readily. The framework will form the basis of the AMAP support to individual countries and should be based on collating existing best practices, and standardized approaches where appropriate.

  1. Under the leadership and guidance of the Renewable Energy and Energy Efficiency Department, SEFA Technical Unit (TU), the Consultant’s core duties will include but not be limited to :
  • An exploration of different mini-grid policy and regulatory approaches and recommend the best practices to be followed : As a first task, the consultant will evaluate different market development approaches used to develop mini-grid markets in Africa, categorizing them into a taxonomy of approaches, and detailing the relative advantages and disadvantages of each. Key is to understand the potential of each model for addressing the core challenges of scalability and affordability. The market development approach will need to consider the entire lifecycle of market development, covering approaches to site identification, site development through demand assessment and project design, procurement approaches, ownership and business models, approaches to tariff calculation, approaches to subsidy and other financial/tax incentive mechanisms, and the underlying regulatory approaches ;
  • Design and develop training and guidance materials to help key local decision makers select a preferred market development approach : The consultant will develop specific training and guidance materials designed to help key local decision makers select a preferred market development approach with respect to each of the aforementioned elements. Of vital importance is to ensure that decision makers understand the relative advantages and implications of different approaches, specifically as these relate to scalability, and (economic) sustainability ;
  • Preparation of best practice documents and TOR`s : The consultant will develop a library of generic document templates that can later be adapted on a country-by-country basis. This will therefore include draft mini-grid regulations, covering the range of market approaches, as well as all other documents likely to be needed to implement the market.
  1. The Renewable Energy and Energy Efficiency Department invites Consulting Firms to indicate their interest in providing the above-described services. Interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable assignments, availability of qualified staff, etc.). The EOI is limited to 20 pages maximum. Expressions of interest should follow the following format :
  • Details of the firm or consortium (including country of registration of the firm(s) and contact person(s)) and DACON registration number(s)1 (max. 1 page) ;
  • Expression of Interest detailing your strengths, expertise, approach, and any information you believe relevant (max. 5 pages) ;
  • Experience in similar assignments, including specific experience in designing mini-grid frameworks (max. 5 pages) ;
  • CVs of Key Staff members (max. 5 pages), and
  • Any additional documents or information you believe relevant.
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall conform to the Bank’s Rules and Procedure for the Use of Consultants under projects financed by the Bank Group. Please note that the interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include the Consulting Firm in the short-list ;
