Trans-Caledon Tunnel Authority (TCTA) has applied for loans from different financial institutions, including the African Development Bank (AfDB) and New Development Bank (NDB) in various currencies towards the cost of the Lesotho Highlands Water Project – Phase 2. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for the Construction of Polihali Transfer Tunnel.
The LHDA, Implementing Agency (IA) of the project, now invites suitably qualified Tenderers to submit Tenders for Construction Services for the construction of Polihali Transfer Tunnel.
GENERAL SCOPE OF WORKS TO BE PROVIDED :
Polihali Transfer Tunnel will connect planned Polihali reservoir to the existing Katse reservoir, to convey water to Katse reservoir under gravity. Polihali Transfer Tunnel is approximately 38 km long, 5 m in diameter and fully lined with concrete.
Specific details of the services required are provided in the Tender Documents.
COLLECTION OF TENDER DOCUMENTS :
Interested Tenderers may download Tender Documents at NO COST, from the Phase II project website http://www.lhda.org.ls/tenderbulletin/ from 24 May 2021 to 30 August 2021.
Alternatively, CD ROMs containing the Tender documents may be obtained for a non-refundable fee of M 1,000.00 (One Thousand Maloti), between the hours of 09:00 and 15:00 on normal business days from 24 May 2021 to 30 August 2021 at the Lesotho Highlands Development Authority, LHWP2 Project Management Unit, 9th Floor, Lesotho Bank Tower, Kingsway, Maseru, Lesotho. Please note that cash payment will not be accepted. Tenderers are required to deposit payment into the LHDA bank account and provide proof of payment prior to collecting the CD ROMs.

PRE-TENDER MEETING :
A pre-Tender meeting will be held by online video conference, on 7 June 2021 at 10:00 Hrs. Lesotho time.
TENDER SUBMISSION :
Tenders must be delivered to the above office on or before 14:00 Hrs. Lesotho time on 30 August 2021 and must be accompanied by a security of M 30,000,000.00 (Thirty Million Maloti).
LHDA is not bound to accept any of the Tenders submitted and may cancel the selection process at any time without providing any justification to prospective Tenderers.
Subject to COVID-19 restrictions, Tenders will either be opened in the presence of Tenderers’ representatives who choose to attend at 15:00 Hrs. Lesotho time on 30 August 2021 at the offices of Lesotho Highlands Development Authority, LHWP2 Project Management Unit, 9th Floor, Lesotho Bank Tower, Kingsway, Maseru, Lesotho, or will be opened at a virtual meeting which will be accessible to all Tenderers’ representatives, with access details to be provided at the appropriate time.
