Project : Rwanda Transmission System Reinforcement and Last Mile Connectivity (TSRLMC)

1. The Rwanda Energy Group/Energy Development Corporation Ltd has received Financing from the African Development Bank in various currencies towards the cost of Rwanda Transmission System Reinforcement and Last Mile Connectivity (TSRLMC) It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for Procurement of Design, Supply, and Installation of Low Voltage and Medium Voltage Lines and Service Connections in RUHANGO, NYANZA, HUYE, GISAGARA, NYAMAGABE, NYARUGURU Districts, in Southern Province ;

2. The Energy Development Corporation Ltd now invites sealed bids from eligible bidders for the execution of the works of Procurement of Design, Supply, and Installation of Low Voltage and Medium Voltage Lines and Service Connections in RUHANGO, NYANZA, HUYE, GISAGARA, NYAMAGABE, NYARUGURU Districts, in Southern Province :

• Lot 1: Electrification of Byimana, Kinazi, Mbuye, Bweramana, Kabagari, Kinihira, Mwendo, Ntongwe and Ruhango sectors (RUHANGO District) and Cyabakamyi, Mukingo, Muyira, Ntyazo, Nyagisozi, Busoro, Kibilizi, Ntyazo, Busasamana, Kigoma, Muyira and Rwabicuma sectors (NYANZA District) ;
• Lot 2: Electrification of Gishamvu, Karama, Mukura, Ngoma, Tumba, Huye, Kigoma, Maraba, Mbazi, Ruhashya, Rusatira, Kinazi and Rwaniro sectors (HUYE District) and Gikonko, Gishubi, Kansi, Kibirizi, Kigembe, Mamba, Muganza, Mugombwa, Mukindo, Musha, Ndora, Nyanza and Save sectors (GISAGARA District) ;
• Lot 3: Electrification of Cyanika, Gasaka, Gatare, Kaduha, Kamegeri, Kibilizi, Kibumbwe, Mbazi, Mugano, Musange, Nkomane, Kitabi and Uwinkingi sectors (NYAMAGABE District) and Busanze, Cyahinda, Kibeho, Kivu, Mata, Muganza, Munini, Nyabimata, Nyagisozi, Ruheru and Ruramba sectors (NYARUGURU District).

3. Interested eligible bidders may obtain further information from and inspect the bidding documents from Energy Development Corporation Limited (EDCL) at the office of Procurement Unit; KN2 ST 3, Nyarugenge District, Kigali City, P.O. Box 3855 Kigali, Rwanda; Tel.: (250) 787172265, Kigali City Tower (KCT), 10^th Floor, emails: procurement@edcl.reg.rw with a copy to jdruberanziza@edcl.reg.rw during office hours (07:00 AM to 5:00 PM) local time ;

4. A complete set of bidding documents may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable fee of 50 USD. The method of payment will be deposit on the Bank Account N° 1000023217 opened in the National Bank of Rwanda (BNR) in the name of RECO/EARP COUNTER PARTS FUNDS (RWF) Swift Code: BNRWRWRW. The document will be sent by e-mail ;

5. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the African Development Bank Standard Bidding Document: Procurement of Goods and Works ;

6. Bids must be delivered to the above office on or before 1^st March 2022 at 10:00am (local time) and must be accompanied by a bid security of :

• Lot 1: Eighty Thousand US Dollars (80,000 USD) ;
• Lot 2: One Hundred Thousand US Dollars (100,000 USD)  ;
• Lot 3: Seventy Thousand US Dollars (70,000 USD)

Electronic bidding is not permitted. Late Bids will be rejected.

7. Bids will be opened in the presence of bidders’ representatives who choose to attend at the address below on 1^st March 2022 at 10:30am (local time) ;

8. A site visit is scheduled as follows :

• Lot 1: On 25/01/2022. The meeting point is Ruhango District Office at 10:00 am ;
• Lot 2: On 26/01//2022. The meeting point is Huye District Office at 10:00 am ;
• Lot 3: On 27/01/2022. The meeting point is Nyamagabe District Office at 10:00 am.
