GENERAL PROCUREMENT NOTICE

 

 

 

  1. The United Nations Economic Commission for Africa has received a Grant from the African Development Fund to finance the CAPACITY BUILDING FOR GENDER STATISTICS AND MONITORING SYSTEMS (CB-GenSMS) PROJECT ;
  2. The principal objectives of this project are to: Improve development planning through provision of gender statistics to policy makers ;
  3. The project includes the following components :

Component 1 : Strengthening national capacities for gender statistics :

This component will include the development of training modules for gender statistics in fragile contexts (with a focus on basic gender statistics concepts and definitions, data management, analysis and interpretation, reporting and presentation of results), training of trainers and training sessions on gender statistics for national statistics bureaus, Ministries of planning and gender, and other stakeholders. The component will also include support to national bureaus of statistics to design tools (questionnaires and manuals) for use in stand-alone surveys or integration of gender statistics modules in relevant regular sector surveys. The beneficiary countries will be supported to develop national gender statistics strategies and manuals and toolkits as a body of knowledge to be used over time. A policy dialogue with national bureaus of statistics from select countries will be convened to share emerging good practices on innovations for gender statistics in transition countries and to buttress national and regional support on gender statistics and data. Accordingly, the following activities will be supported under this component :

  1. Integrating gender in civil registration statistics : This will support activities on the Development of tools and manuals for mainstreaming gender in Civil registration data collection, analysis and reporting. This also includes Community Advocacy, Training of trainers on gender and civil registration, and Training stakeholders on gender and civil registration ;
  2. Integrating Gender in Labour Statistics and Census : This will entail development of tools and manuals for time use studies, customize, implement and train on the UNSD tool for time use at country level, customize and update the UNSD tool for time use at regional level. In addition, this subcomponent will support activities on the development of tools for integrating gender into census as well as gender analysis for population census, Gender Based Violence (GBV) Information Management System (IMS), training of trainers on gender and labour statistics, and training of statisticians on gender and labour statistics ;
  3. Gender Strategies for NSDS and Dialogue on Gender Statistics : This will include activities on the development of strategies/guidelines for gender mainstreaming in NSDS (working with PARIS21 to customize the guidelines for the Africa region), a standalone NSDS or a gender sensitive NSDS, regional training on gender statistics as well as regional and national dialogues on gender statistics.

Component 2 : Enhancing the Capacity for Policy, coordination and service delivery Under this component, the each of the four (4) countries will be supported to integrate gender indicators in their monitoring and reporting mechanisms across different sectors. Each country will be supported to adopt/adapt the Minimum Set of Gender Indicators for Africa (MSGIA) in their M&E systems and ensure that monitoring and reporting progress on gender is an integral part of existing country mechanisms. Indicator frameworks and meta-data for the production of quality, comparable and regular gender statistics across all sectors shall be established, including coordination and governance mechanisms. For each country, gender reports including fact sheets, status reports, and updates on Gender and Statistics Glossary will be produced as the initial outputs of the monitoring and reporting systems. Key stakeholders from government, development partners, CSOs, academia shall be engaged in highly participatory processes to review, discuss, approve, endorse the indicator framework.

  1. Procurement of goods and/or works will be in accordance with the Bank’s Rules of Procedure for the Procurement of Goods and Works. Acquisition of the services of Consultants will follow the Bank’s Rules of Procedure for the Use of Consultants. Bidding documents are expected to be available in July 2022 ;
