REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES)

Supervision of Contract Road Construction in Cabinda

(21CQCBS01- Supervision of Roads Contracts in Cabinda)

1. The Government of Angola has received Financing from the African Development Bank towards the cost of the Cabinda Province Agriculture Value Chains Development Project and intends to apply part of the agreed amount for this loan to payments under the contract for Supervision of Roads Works Contracts ;

2. The Consultant services to be carried out under this assignment includes the Supervision of construction of 78,4 km of rural roads as outlined in table below :

• To supervise/direct all the civil and structural works for the roads to ensure that the works are carried out in accordance with the construction contract and national and international engineering best practice ;

• Perform all functions of the Engineer specified in the Civil Works Contract Document ;

• Review and approve all construction works (earthworks, construction of pavement layers, bitumen surfacing, structures, and drainage works) as carry out all other activities specified in the Consultant’s contract ;
• Monitoring and inspection of construction/installation activities for the contract ;

• Monitoring of Environmental Social Management Plans ;

• Ensuring that the quality of materials and workmanship conforms to the specifications of the construction contract ;

• Ensuring that the quality control requirements of the contract are satisfied ;

• Ensuring that the construction plant and personnel provided and used by the contractor(s) are adequate and in accordance with the contract, to construct the works and achieve the programme within the price accepted through the letter of acceptance.

3. The duration of the assignment is expected to be 18 months of construction supervision period, followed by 12 months defects liability period (DLP) ;

4. The Ministry of Agriculture and Fisheries now invites eligible (Firms) consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification ;

5. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework dated 2015, which is available on the Bank’s website at http://www.afdb.org. Please, note that submission of interest expressed by a consultant does not imply any obligation on the part of the Ministry of Agriculture and Fisheries to include him/her in the final shortlist ;

6. Interested Consultants may obtain further information and detailed Terms of Reference at the address below during office hours from Monday to Friday, 09:00AM – 3:00PM. Expressions of Interest must be delivered to the address below by hardcopy or softcopy (electronic non editable file) by 25 February 2022 at 2.00PM (Angola time) and mention : 21CQCBS01- Supervision of Road Works.
