REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTANCY SERVICES)

TANZANIA: MNIVATA-NEWALA-MASASI ROAD (160 KM) UPGRADING PROJECT

CONSULTANCY SERVICES FOR CARRYING OUT ROAD SAFETY AUDIT, CAPACITY BUILDING AND ROAD SAFETY SENSITIZATION TO COMMUNITIES LIVING ALONG THE PROJECT FOR UPGRADING OF MNIVATA-NEWALA-MASASI ROAD (160 KM) TO BITUMEN STANDARD

1. The Government of the United Republic of Tanzania has received financing from the Africa Development Bank (AfDB) and the African Growing Together Fund (AGTF) towards the cost of Upgrading of Mnivata –Newala-Masasi road (160 Km) project. The Government intends to use part of the proceeds of the funds to cover eligible payment under the Contract for Consultancy Services for Carrying –Out Road Safety Audit, Capacity Building and Road Safety Sensitization to Communities Living Along the Project for Upgrading of Mnivata-Newala-Masasi Road (160 Km) to Bitumen Standard. The road Project is located in Mtwara Region ;

2. The services included under this project are :

• Undertaking of baseline accident data collection relating to road safety situation along the project roads ;
• Undertaking of road safety audit of the detailed engineering design report, during construction and pre-opening and propose safety countermeasures and monitor their implementation ;
• Dissemination of knowledge and capacity building to the public on the safe use of roads by conducting safety awareness campaigns to the people living along the project roads ;
• Development of information, knowledge and dissemination plan for use in the project areas and for future use by TANROADS and other institutions carrying out similar responsibilities; and
• Building capacity to TANROADS staff in road safety matters during the planning, design and construction stages of road projects.

The estimated input time for execution and completion of the assignment is 48 calendar months including 12 months of the Defect Liability Period. However, 16 staff-months have been estimated to be spread intermittently over the assignment period.

3. The Tanzania National Roads Agency (TANROADS) an Executive Agency of the Ministry of Works and Transport now invites eligible Consultants to express their interest in providing the above-mentioned services. Interested Consultants must provide information indicating their qualifications for performing the services. Such information may include brochures, descriptions of assignments of similar nature in the last ten (10) years, experience in similar conditions, availability of appropriate managerial and technical skills among staff related to the assignment, etc. For each project performed, the Consultant shall provide the name and address of the Client, start date and completed dates, name(s) of lead and associate firms. Cited projects with insufficient information will not be considered. Consultants may joint venture to enhance their chances of qualification ;

4. Eligibility criteria, the establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy Frame Work, October, 2015” which is available on the Bank’s website at http://www.afdb.org ;

5. Interested Consultants may obtain further information at the address below during office hours from 08:00 local time on Mondays to Fridays inclusive except on Public Holidays ;

6. Expressions of  Interest  must  be  delivered  on  or  before    10:00  hours  local  time  on  9^th  March,2022  clearly  marked : “EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES FOR CARRYING –OUT ROAD SAFETY AUDIT, CAPACITY BUILDING AND ROAD SAFETY SENSITIZATION TO COMMUNITIES LIVING ALONG THE PROJECT FOR UPGRADING OF MNIVATA-NEWALA-MASASI ROAD (160 KM) TO BITUMEN STANDARD, TENDER NO. AE/001/2020-21/HQ/C/49”.
