  1. The Roads Authority on behalf of the Government of the Republic of Malawi has received financing from the African Development Bank hereinafter called the Bank toward the cost of the Multinational Nacala Road Corridor Development Project, Phase IV, and intends to apply part of the proceeds toward payments under the Construction of Mchinji/Mwami One Stop Border Post: Works Package 1: Malawi OSBP ICT Facilities ;
  1. The works shall comprise supply and installation of ICT facilities in three different lots contracts as follows :
  • Lot 1 LAN and Phone System, CCTV System Installation, Access Control System Voice Evacuation System and Background Music Control ;
  • Lot 2 Fire Detection System Lot 3 ICT Equipment.

Bidders are free to bid for one or any number of the above-mentioned lots.

  1. The Roads Authority now invites sealed Bids from eligible Bidders for the Construction of Mchinji/Mwami One Stop Border Post: Works Package 1: Malawi OSBP ICT Facilities at Mchinji Border Post in Mchinji District, in Malawi. The works are supposed to be completed within a contract period of four months ;
  1. Bidding will be conducted through the Open Competitive Bidding (International), OCBI procedures as specified in the Bank’s Procurement Framework (October, 2015) and is open to all eligible Bidders as defined in the Procurement Framework ;
  1. Interested eligible Bidders may obtain further information from Procurement Section, Roads Authority Headquarters, Functional Building, Lilongwe. Tel: +265 1 753 699; Email: ipc@ra.org.mw/mmalinda@ra.org.mw and inspect the bidding document during office hours from 08:00 – 12:00 hours and from 13:00 – 16:30 hours (local time), Monday to Friday starting from 29th November, 2021. at the address given in paragraph 11 below ;
  1. The Roads Authority shall hold a site visit and a pre-bid meeting at the Mchinji/Mwami Border Post on the Malawi side at 10:00 am on 17th December, 2021 ;
  1. The bidding document in English may be purchased by interested eligible Bidders upon payment of a nonrefundable fee of MWK20,000.00 (Twenty Thousand Malawi Kwacha) or its equivalent in a freely convertible currency. The method of payment will be cash or bank certified cheque deposited to the bank account indicated in paragraph 10 below. The document will be sent by email to interested bidders or collected from the Roads Authority Headquarters ;
  1. Attention is drawn to the Procurement Framework requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document ;
  1. Bids must be delivered to the address below given in paragraph 11 below on or before 10:00 am on 24th January, 2022. Electronic Bidding will not be permitted. Late Bids will be rejected.

Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below given in paragraph 11 below at 10:30 am on 24th January, 2022.

  1. All Bids must be accompanied by a Bid Security as follows:

Lot 1- MWK4,500,000.00

Lot 2 – MWK450,000.00

Lot 3 – MWK1,500,000.00
