The Lusaka Water Supply and Sanitation Company Limited has received financing from the African Development Bank toward the cost of the Lusaka Sanitation Program, and intends to apply part of the agreed amount for this loan to payments under the contract for the provision of consultancy services to carry out an Environmental and Social audit for the Lusaka Sanitation Program.
The services included under this project are : Consultancy services to conduct an environmental and Social auditing at the Lusaka Sanitation Program. The program will be implemented by the Lusaka Water Supply and Sanitation Company Limited from October to December 2021. The consultant is expected to undertake the assignment over a period of 3 months.
The Lusaka Water Supply and Sanitation Company Limited now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services. The external consultant retained by the client are expected to undertake the following tasks :
- Review the Bank’s environmental and social policies’ requirements, including climate change and gender ;
- Review the applicable national legislations, regulations, norms, standards and procedures, including national legal Authorization, Permits and Certificates required prior to actions ;
- Review available reports on the project including the project appraisal report, the Loan/grant agreements, the project periodic implementation reports, any relevant documentation and records available and necessary for the assessment of the project E&S performance ;
- Organize an opening meeting with the auditee’s management, and where applicable, representatives of the project’s Implementing Agency, Contractor, etc. ;
- Determine and agree on the scope, methodology and specific set of criteria for the compliance audit with the Project Implementation Entity ;
- Evaluate the actual capacity for managing and monitoring implementation of agreed mitigation measures and related E&S documents applicable to the project ;
- Hold consultation(s) with the relevant regulatory agencies and stakeholders (including but not limited to project implementation units (PIUs), local beneficiaries, project affected persons, civil society, government ministries, and contractors), on the status of the project with respect to identified E&S risks and impacts as well as planned and implemented mitigation measures and legal permits ;
- Carry out project site inspections to assess project implementation activities including contractor management and related environmental and social risks and impacts ;
- Prepare comprehensive a report. The report should present a cogent analysis on findings and causes as related to the predetermined compliance audit scope and criteria. It should present a logical (qualitative and quantitative) examination of the effectiveness of mitigation measures, residual risks, environment-health and safety (EHS) issues, etc. The report will also include a Corrective Action Plan (CAP) summarizing the concrete recommendations for follow-up actions on findings and remedial measures including clearly estimated costs, specific roles and responsibilities ;
- Organize a closing meeting with the auditee’s management and those responsible for the functions audited. The purpose of this meeting is to present audit findings to ensure that they are clearly understood and acknowledged by the auditee. Any outstanding diverging opinions between the audit team and the auditee should be discussed and recorded.
The Consultant performing the an environmental and social audit should have the following :
Qualification and Experience :
- At least a master’s degree in Environmental and Social Development related disciplines ;
- A minimum of eight (8) years of relevant professional experience in environment and social auditing. Experience in the broad areas of environmental and social assessment and, in environment management and monitoring, is an advantage ;
- Experience in developing and managing the implementation of ESIAs, ESMPs, RAPs in AfDB and other DFIs financed projects ;
- Experience in the project host country would be an added advantage.
The audit assignment is envisaged for a duration of 3 months.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” which is available on the Bank’s website at http://www.afdb.org.
