ASSIGNMENT TITLE : PROVISION OF CONSULTANCY SERVICES FOR UNDERTAKING ENVIRONMENTAL, SOCIAL, HEALTH AND SAFETY COMPLIANCE AUDIT FOR RUSUMO – NYAKANAZI TRANSMISSION LINE PROJECT

- The Government of the United Republic of Tanzania through Tanzania Electric Supply Company Limited (TANESCO) has applied for financing from the African Development Bank toward the cost of Rusumo – Nyakanazi Transmission Line Project and intends to apply part of the agreed amount for this loan payments under the contract on Consultancy Services for undertaking Environmental & Social, Health and Safety Compliance Audit for Rusumo – Nyakanazi Transmission Line Project ;
- The consultancy services aim to support the Project Manager of Rusumo – Nyakanazi Transmission Line Project to undertake the annual Environmental & Social (E&S) and Health and Safety (H&S) compliance audit to comply with Bank’s requirements for the projects being undertaken packaged as Scope A, Scope B and Scope C who will work for Project Implementation Unit (PIU), which has been established to support the implementation of this particular project ;
- TANESCO now invites eligible Individual Consultants to express their interest in providing the Services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are :
- At least a Master’s degree in Environmental and Social Development related disciplines with working experience on health and safety issues ;
- A minimum Eight (8) years of relevant professional experience in environmental, social, health and safety auditing. Experience in the broad areas of environmental and social assessment, health, and safety assessment and in environmental, social, health, safety management and monitoring is an added advantage; with at 3 years in public sector and at least 3 years working on similar energy projects financed by Multilateral Development Agencies e.g., African Development Bank, and World Bank with a demonstrated strong track record ;
- Experience in developing and managing the implementation of ESIA ESMP, H&S ,RAP in AfDB and other DFI financed projects ;
- Excellent written and verbal communication skills in English ;
- Experience in the project implemented in host country would be an added advantage ;
- A high level of interpersonal and management skills and ability to work independently, unsupervised, and also with teams in the organization at all levels ;
- Computer knowledge and skills in MS Word, and MS Excel is a mandatory requirement, and
- Must have knowledge of the local conditions such as local language, culture, administrative system, and Government organization.
