The Government of the Republic of Liberia has received funds from the African Development Bank (AfDB) Group, European Union (EU) & European Investment Bank (EIB) towards the cost of the Upgrading of the Mano River Union Road Development & Transport Facilitation Programme (MRU/RDTFP) Phase II: Paving of Sanniquellie to Loguatuo (47.1 km) and Fish Town Kelipo road (20km) with a view to promote regional integration and to attain better development results for the countries concerned and intends to apply part of the proceeds for payments under the contract for the provision of Communication & Visibility Consultancy services.

The main objective of the assignment is for the firm to develop and implement a highly effective and efficient communication and visibility program that will communicate and showcase the projects ’overall progress, achievements, results and impacts. The firm is expected to produce a video documentary showing and telling the projects’ development impacts in Liberia and neighboring countries. The target groups will be the general audience in Liberia especially beneficiary population around the investment areas. The firm shall conduct the service for each project outlined at different stages and intervals implementing the required scope as required.

The deliverables to be produced have to be written in excellent journalistic style, with a strong focus on human face stories. More specifically, the following elements will constitute the scope of work: Event planning, branding, content writing, editing, proofreading, media outreach, donor and public relations, design and production of brochures, billboards, banners, electronic airport signs, local website construction and hosting as well as content feeding for sustainability, video documentary, quarterly reporting on growth and expansion including project stickers. The firm should be able to produce genuine content or to repurpose existing materials, based on several sources: internal reports, Aide Memoires, studies, events, interviews with staff and field visits, amongst others for the MRU I &II projects. Concrete deliverables under this service will include but not be limited to the following :

  1. Implement and update a communication short term strategy and implementation plan (with milestones and indicators to measure performance) covering a rolling 12 month to the closure of the projects (MRU 1 & MRU 2) ;
  2. Design and provide visibility billboards for the project road corridors ;
  3. Provide materials for the AfDB Country office webpage ;
  4. Draft press releases as needed (e.g., achievements, recent news, meetings, etc.) ;
  5. Produce content for the AfDB/EU communications channels (intranet, internet) for the MRUII [Sanniquellie – Loguatuo (47.1km) & Fishtown to Kelipo (20km) projects] ;
  6. Draft feature stories about the project for media and partners ;
  7. Produce materials such as flyers for events.

The Communication & Visibility Services shall be carried out intermittently over the entire thirty-six months construction period for the MRU 2 project covering a rolling 12 month to the closure of the project. The service for the MRU 1 project will also be carried out by the Consultant at the end of the construction period which is expected to be completed in December 2022 for a period of one month.

The Ministry of Public Works now invites eligible consultants (firms) to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (i) information detailing the company’s existence and areas of expertise (ii) list of similar assignments and experience in similar conditions, (iii) list of overall permanent and temporary staff in fields related to the assignment (iv) evidence of past performance (v) any other relevant information. Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy and Methodology for Bank Group Funded Operations” (BPM), dated October 2015”, which is available on the Bank’s website at http://www.afdb.org. The MPW is under no obligation to shortlist any consultant who expresses interest.
