SOUTH SUDAN URBAN WATER CORPORATION RESILIENT WATER PROJECT FOR IMPROVED LIVELIHOOD IN JUBA (RWPILJ)

REQUEST FOR EXPRESSION OF INTEREST (Individual consultant)

  1. The Government of South Sudan has received grant funding from the African Development Bank towards the cost of the Resilient Water Project for Improved Livelihood in Juba (RWPILJ), and plans to apply part of the agreed amount for this grant to payments under the contract for the preparation of the Project Completion Report (PCR) for Resilient Water Project for Improved Livelihood in Juba (RWPILJ) ;
  1. The services included under this project include assessment of the development results of the RWPILJ as well as its sustainability in order to provide reliable and credible evidence for thematic cluster and the overall water sector evaluation.

Specific Objectives :

  1. Assess the project performance in terms of relevance, effectiveness, efficiency and sustainability ;
  2. Identify the key success/failure factors associated to the project performance ;
  3. Identify, from the above, the key lessons and formulate practical and constructive recommendations.
  1. The South Sudan Urban Water Corporation now invites eligible individual consultants to indicate their interest in providing these services. Interested individual consultants must provide information indicating that they are qualified to perform the services. The consultant will have been actively involved in Project and Programme Evaluation for least 10 years and they must have the following Essential Skills & Competencies :
  • A Post Graduate Qualification in Project Management/ Project M&E or related qualification ;
  • A Bachelors’ Degree in Civil/ Water Resources or Related qualification ;
  • Minimum of 10 years of working experience as an evaluator on implementation and outcomes ;
  • Demonstrations of 5 years of experience working in developing countries ;
  • Membership of a relevant Professional Body shall be an added advantage.
  1. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operation,” dated October 2015”, which is available on the Bank’s website at http://www.afdb.org ;
  1. Consultants will be Evaluated basing on criteria below :
General qualification and suitability for the task to be performed ………………….30%
General Work Experience (10 years of working as a consulting Evaluator) ……30%
Experience in Specific assignment described in the TOR (3 Assignments in last
10 years) ……………………………………………………………………………………………..30%
Experience in working with donor Agencies (3 Assignments in last 10 years) …5%
Experience in working in third world countries (3 Assignments in last 10 years)5%

Only applicants scoring 75 points and above shall be considered for the shortlist. All the consultants shall be ranked and the highest ranked consultant will be selected for the said assignment if agreement is reached on the price and other terms of the ensuing contract.
