CONSULTING SERVICES FOR THE FEASIBILITY STUDY FOR
GOVE-MENONGUE TRANSMISSION PROJECT

The Government of Angola has received financing from the African Development Bank (AfDB) toward the cost of the Energy Sector Efficiency and Expansion Programme Phase I (ESEEP-I), and intends to apply part of the agreed amount for this loan, to payments under the contract for the development of the Gove-Menongue Transmission Project Feasibility Study. This study aims to expand the Angolan national grid to Menongue, Cuando Cubango Province.
The services included under this project are carrying out a complete feasibility study for the transmission project up to the bankable stage including techno-economic studies, an Environmental and Social Impact Assessment (ESIA), and a Resettlement Action Plan (RAP). The Feasibility Study will be divided into two parts: (a) Phase I – Preliminary Feasibility Study and Phase II – Detailed Feasibility Study.
The proposed study aims to :
- Identify the most viable alternative to expand the grid to Menongue ;
- Analyze the technical, economic, and financial feasibility, as well as the environmental and social impact of the transmission line project, including Gender Assessment to identify associated gender risks ;
- Define the institutional framework of the project ;
- Prepare the Project Information Memorandum (PIM).
The Consulting Firm should have the following required skills :
- Power system analysis (static and dynamic) of large systems and planning /analysis of connections ;
- Economic and financial analysis of energy projects ;
- Operation of large transmission networks ;
- Design of the transmission line ;
- Load forecasting ;
- Conducting an environmental and social impact study ;
- Knowledge of national and international laws and regulations on the environment.
The shortlisted firms will be selected according with the following criteria :
- Must have 10 years’ specific experience ;
- At least 3 similar assignments executed/under execution globally ;
- At least 1 similar assignment in Sub-Saharan African countries.
The candidate firms must have the following key experts :

Appropriate experience related to the high voltage transmission | ||
systems design. | ||
Experience in Africa considered an advantage. | ||
3 | Substation Engineer | Electrical or electromechanical engineer specialized in the design of |
substations. He/She must have experience of at least 10 years in | ||
projects/studies and work on the realization of the substations to | ||
HV and UHV in the developing countries. | ||
Must have been involved in 3 similar projects occupying the same | ||
position in the last 10 years. | ||
In addition, experience must be associated with extensive | ||
knowledge in the diagnosis of HV and UHV networks in similar | ||
projects. | ||
4 | Transmission Lines Engineer | Electrical Engineer with a minimum of 10 years of experience in the |
design, engineering and HV/UHV installation field; he/she must also | ||
have solid experience in the calculation of metallic structures, in | ||
particular electrical pylons, with a minimum of 10 years of | ||
experience, including at least 10 in the field of design studies, | ||
engineering studies and HV and UHV assembly pylons works in the | ||
tropics. | ||
Must have been involved in 3 similar projects occupying the same | ||
position in the last 10 years. | ||
5 | Environmental specialist | Must hold a university degree in environmental or ecological studies |
or a recognized diploma, and have at least 10 years’ experience in | ||
assessing the environmental impact of infrastructure projects, funded | ||
by the world bank/AfDB or equivalent funders. He/She is to be fluent | ||

8 | Energy Market Specialist | Degree level qualification in relevant field. Minimum of 8 years of | ||
demonstrable experience in the energy sector. Appropriate | ||||
experience in power and infrastructure projects. Experience in | ||||
Africa considered an advantage. Experience in the power sector and | ||||
transmission systems is considered an advantage. | ||||
Must have been involved in 3 similar projects occupying the same | ||||
position in the last 8 years. | ||||
9 | Legal specialist | Must have a University degree in Law and at least 10 years’ | ||
experience in power sector and setting up of financial and | ||||
institutional structures for multi-national power projects. He/She | ||||
must also have knowledge in the development of contracts for the | ||||
purchase and sale of electricity within the framework of connections. | ||||
Must have been involved in 3 similar projects occupying the same | ||||
position in the last 10 years. |
The duration of the services will be 18 (eighteen) months.
The Rede Nacional de Transporte de Electricidade (RNT) now invites eligible Consultants to indicate their interest in providing these services. Interested companies must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Framework for Bank Group Funded Operations” which is available on the Bank’s website at http://www.afdb.org.
