The Government of the Kingdom of Lesotho has received financing from the African Development Fund towards implementation of the Economic Diversification Support Project and intends to apply part of the agreed amount for this loan to payments under the contract for Design and Registration of LSI Web Application Consultancy for the government of Lesotho.

The aim of the project is to engage the consultancy firm to assist LSI in the design of a comprehensive web application/portal that will create a robust and reliable platform to share information and raise revenue for LSI. The portal is expected to include Sale functionality – Point of Sale (POS), maintain and host the application for the Institution and provision of a platform for interaction and information sharing among all stakeholders.

The overall objective of the assignment is to engage the consultancy firm to assist LSI to 1) Design a comprehensive web application for the LSI, that also includes a “`Sale” functionality – “POS” 2) Maintain and host the application for the Institution. 3) Develop a secure application that offers a visible presence for the Institution. 4) Ensure the application profiles LSI and promotes the overall Vision and Mission of the Institution as outlined in its service charter. 5) Provide a platform for interaction and information sharing among all stakeholders to QI. 6) Create application tools which will link national standardization work with regional and international platforms. 7) Create a standardization resource that promotes theoretical and practical uptake of standards and 8)Train designated staff of LSI with the aim of developing capacity and knowledge transfer.

The estimated duration of this assignment is three (3) months from the date of signing the contract.

The Ministry of Trade and Industry now invites eligible consultancy firms to indicate their interest in providing these services. Interested consultancy firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments and their cost, experience in similar conditions, availability of appropriate skills among staff, etc …). Consultants may constitute joint ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the Procurement Policy and Methodology for Bank Group Funded Operations, dated October 2015, which is available on the Bank’s website at http://www.afdb.org using the Selection Based on the Consultants’ Qualifications procurement method.
