MUVUMBA MULTIPURPOSE WATER RESOURCES DEVELOPMENT PROGRAM

WATER SECTOR : DETAILED DESIGN OF IRRIGATION SYSTEM AND LIVESTOCK WATER USE

 

  1. The Government of Rwanda has applied for the financing towards implementation of Muvumba Multipurpose Water Resources Development program and intends to apply part of the proceeds to undertake consultancy services for detailed design of irrigation system and livestock water use. The whole Program comprises construction of a high dam, hydropower facility, irrigation schemes and water supply systems. The Muvumba multipurpose dam is to be constructed on the Muvumba river, upstream of Nyagatare in North-Eastern Rwanda. The main purpose of the dam is to reliably supply domestic and agricultural water and hydroelectric power across the Nyagatare region. The Feasibility Study and Detailed Design for dam and hydropower with the feasibility study for irrigation were carried out by a KOICA (Korean International Cooperation Agency) consortium of K-water, Yooshin Engineering Corporation and Korea Engineering Consultants Corporation. The purpose of this assignment is to conduct the detailed design of irrigation system and livestock water supply ;
  2. The main objective of detailed design of irrigation system and livestock water use is that will support the increased agricultural and livestock production through provision of infrastructure for irrigation and livestock water supply from the dam that will be constructed on Muvumba River. A gross area of 9,000 ha gross potential irrigable land and at least 65,000 cattle will be targeted for the supply of water.

The duration is estimated at six (6) months for the detailed design for irrigation system and livestock water supply.

The detailed design report will be based on the most technical accepted, economic and financial viability of irrigation either on marshland or hillside command area within the Muvumba Valley as well as supply of water to livestock within the area.

The assignment review the feasibility study available to align it with the following studies :

  • Topographic review for the area of interest ;
  • Irrigation Engineering design alternatives ;
  • Livestock water supply design alternatives ;
  • Analysis of Economic, Financial and other benefits ;
  • Detailed design works ;
  • Sustainable Operation and Maintenance of irrigation infrastructure ;
  • Possible financing models for the development of the project ;
  • Production of Tender Documents.
  1. Rwanda Water Resources Board now invites eligible Consulting Firms (“Consultants”) to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified and have relevant experience to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances for qualification ;
  2. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations” dated October 2015, which is available on the Bank’s website at http://www.afdb.org. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method. Please note that interest expressed by a consulting firm does not imply any obligation on the part of the Rwanda Water Resources Board to include it on the shortlist ;
