DESIGN, CONFIGURATION, INSTALLATION AND HOSTING OF A MORTGAGE REFINANCE INFORMATION SYSTEM AND SUPPLY OF RELATED NETWORK INFRASTRUCTURE
GENERAL PROCUREMENT NOTICE (GPN)
- The Government of the Republic of Kenya has received for financing from the African Development Bank (AfDB) to finance the operations of the Kenya Mortgage Refinance Company ;
- Kenya Mortgage Refinance Company (KMRC) was established as a key institution to support the Affordable Housing Pillar of the Government of Kenya’s Big 4 Agenda. In establishing KMRC, the Government adopted a public private partnership (PPP) arrangement with majority private sector ownership. KMRC was incorporated on 19 April 2018 under the Companies Act 2015 as a non-deposit taking financial institution regulated by the Central Bank of Kenya for purposes of providing long-term funds to primary mortgage lenders (Banks, Microfinance Banks and Saccos) in order to increase the availability and affordability of mortgage loans to Kenyans ;
- The principal objectives of KMRC are: Refinancing or purchasing of eligible mortgage loans, Investment in debt securities issued by the Government of Kenya or any guaranteed debt; Extending fully secured long term financing to primary mortgage lenders for financing of eligible mortgages; Issuing bonds, notes and other financial instruments for purposes of meeting its objectives; and Other activities as may be determined by the Central Bank of Kenya from time to time ;
- The project includes the procurement of a bespoke Core Mortgage Refinance System (Design, configuration, installation and hosting of a Core Mortgage Refinance Information System and supply of related network infrastructure) ;
- The Procurement of the Core Mortgage Refinance System shall be in accordance with the African Development Banks’ “Procurement Policy for Bank Group Funded Operations”, October 2015. Bidding documents are expected to be available in November, 2019 ;
