THE UNITED REPUBLIC OF TANZANIA MINISTRY OF WORKS AND TRANSPORT TANZANIA NATIONAL ROADS AGENCY

REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTANCY SERVICES)

CONSULTANCY SERVICES FOR SUPERVISION OF UPGRADING OF MNIVATA – NEWALA – MASASI ROAD (160 KM) TO BITUMEN STANDARD; LOT 1: MNIVATA – MITESA SECTION (100 KM)

TENDER NO. AE/001/2021-22/HQ/C/22

  1. The Government of the United Republic of Tanzania received a Credit from the Africa Development Bank (AfDB) and the Africa Development Fund (ADF) towards the cost of Upgrading of Mnivata – Newala – Masasi Road (160 km) to Bitumen Standard including Mwiti Bridge and intends to apply part of the proceeds of the credit to cover eligible payments under the Contract for Consultancy Services for Supervision of Upgrading of Mnivata – Newala – Masasi Road (160 km) to Bitumen Standard, Lot 1: Mnivata – Mitesa Section (100 km). The road is under the Mtwara Corridor Development Project: Mtwara – Masasi – Tunduru – Songea – Mbamba Bay ;
  1. The Services included under this project are :
  • To carry out Supervision of the Works Contract to ensure that the works comply with the approved design, drawings, specifications, Conditions of Contract and sound engineering practice ;
  • To undertake 7 days classified traffic count before commencement of the road construction ;
  • To design of the Newala Town bypass (9 km) and climbing lanes ;
  • To carry out a design and Construction Supervision of the Social infrastructure to constructed along with the Construction of the road which includes :
  1. Drilling of deep boreholes and provision of Water Supply Scheme at Nanyamba district ;
  2. Construction of Bus terminal including passenger shed at Newala district; and
  • Construction of town market and 3 warehouses for cashewnut storage ;
  • To review of the proposed traffic deviations during construction to ensure that the proposed traffic arrangement results in minimal disruption ;
  • To prepare monthly progress report for the Works Contract in the format to be provided by the Employer ;
  • To provide Environmental, Social, Health and Safety (ESHS) reports of project roads, sensitization of local populations on HIV/AIDS, STI, TB and Gender issues ;
  • To review and approve as-built drawings prepared by the Contractor before issuance of Taking Over Certificate (TOC) ;
  • To prepare Final Construction Report (FCR) and submit to the Client together with approved as-built drawings (one hardcopy and soft copy), the drawings shall be in both AutoCAD and Pdf format not later that one month after the date of Taking Over ;
  • To supervise maintenance activities during the Defects Notification Period (DNP), prepare and submit draft Project Completion Report (PCR) as per the Bank’s format one month before the end of DNP; and
  • To submit Final Project Completion Report (PCR) in the Bank’s format (one hardcopy and softcopy) one month after the end of DNP.

The estimated input time for the construction supervision assignment is thirty-eight (38) calendar months plus 12 calendar months for the Defects Liability Period.

  1. The Tanzania National Roads Agency (TANROADS) an Executive Agency of the Ministry of Works and Transport now invites eligible Consultants to express their interest in providing the above-mentioned services. Interested Consultants must provide information indicating their qualifications for performing the services. Such information may include brochures, descriptions of assignments of similar nature in the last ten (10) years, experience in similar conditions, availability of appropriate managerial and technical skills among staff related to the assignment, etc. For each project performed, the Consultant shall provide the name and address of the Client, start date and completed dates, name(s) of lead and associate firms. Cited projects with insufficient information will not be considered. Consultants may joint venture to enhance their chances of qualification ;
  1. Eligibility criteria, the establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy Frame Work, October, 2015” which is available on the Bank’s website at http://www.afdb.org ; 
  1. Interested Consultants may obtain further information at the address below during office hours from 08:00 local time on Mondays to Fridays inclusive except on Public Holidays.

Expressions  of  Interest  must  be  delivered  on  or  before  10:00  hours  local  time  on  4th   July  2022  clearly marked : “ EXPRESSION  OF  INTEREST  FORCONSULTANCY  SERVICES  FOR  SUPERVISION  OF UPGRADING OF MNIVATA – NEWALA – MASASI ROAD (160 KM) TO BITUMEN STANDARD; LOT 1: MNIVATA – MITESA SECTION (100 KM), TENDER NO.
