  1. The African Development Bank hereby invites Consulting Firms to indicate their interest for the following assignment : CONDUCT AND DEVELOP A NEW AFRICAN DEVELOPMENT BANK GROUP GENDER STRATEGY 2021-2025 ;
  2. The services expected under the assignment include :
  • Develop the new Gender Strategy to advance gender equality and women’s empowerment and ensure that the Bank fulfils its mandate of gender mainstreaming in the Ten Year Strategy and the High 5s of the Bank ;
  • Prepare an Inception Report clearly outlining a methodology and approach alongside concrete timelines as milestones that will ensure development of the new strategy in the most efficient and cost-effective manner within a consultative partnership approach ;
  • Prepare a Concept Note to guide the Bank Group’s Management, Regional Member Countries (RMCs), partners and stakeholders, on the framework, structure and content of the new strategy underpinned by innovation, partnership and ownership by shareholders and beneficiaries ;
  • Ensure that recommendations arising from the Mid Term Evaluation of the Bank Group’s Gender Strategy as well as the Independent Evaluation Synthesis of Gender Mainstreaming at the African Development Bank Group, the African Development Fund (ADF)-15 replenishment and the General Capital Increase (GCI) discussions and policy commitments, as well as other strategic policy documents are fully considered in the development of the new strategy ;
  • Ensure that the new strategy is aligned to the Bank Group’s Ten Year Strategy (TYS), the Bank’s priority areas of focus as outlined in the High 5 Agenda, corporate policy and sectorial strategies, operational guidelines; as well as alignment with relevant continental and global frameworks such as AU Agenda 2063 and UN SDGs among others ;
  • Under the guidance of Gender Women and Civil Society Department (AHGC), validate the new strategy with the Inter-Bank Working Group to foster a “One Bank” approach, and also to enhance coordination, synergies and ownership across the Bank including Regions and Country Offices ;
  • Engage and coordinate consultations with: (i) the Bank Group’s internal stakeholders; (ii) external partners; (iii) private sector actors; and (iv) civil society entities in terms of convening consultative meetings, workshops, preparing requisite briefs/reports to ensure effective engagement and undertaking follow-on actions as necessary ;
  • Prepare an “Issues Paper” arising from the engagement/consultations providing a succinct summary of the key issues, approaches and recommendations proposed by partners and stakeholders and as guided by Bank Management and incorporate the relevant ones into the new strategy ;
  • Prepare a new forward looking, innovative and dynamic gender strategy aligned to Africa’s current and unfolding situation and landscape that responds in a practical, demonstrable and measurable way, to the needs and expectations of RMCs, partners and stakeholders and that offers the best value proposition for Bank value-added interventions to achieve broad-based impact on the ground ;
  • Prepare a Plan of Action to guide the implementation of the strategy both within the Bank Group (internal) and in the RMCs and key partners institutions (external) as well as capacities and synergies required for the successful implementation of the new strategy.
  1. The Gender Women and Civil Society Department (AHGC) invites Consulting Firms to indicate their interest in providing the above-described services. Interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable assignments, availability of qualified staff, etc.) ;
  2. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Rules and Procedures for the Use of Consultants described in Presidential Directive No. 02/2012 on Procedures for the Procurement of Consultant Services Financed from the Administrative or Capital Budget of the Bank Group which are available on the Bank Website at http://www.afdb.org . Please, note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist ;
  3. The duration of the service is estimated at six (6) months and should indicatively start on May 1, 2020. Interested consulting firms may obtain further information to jones@afdb.org during the Bank Group’s working hours (from 8am to 5pm, Abidjan time) ;
