Junior Procurement Consultant Operations (Individual Consultant)

African Development Bank Group (AfDB or the Bank) is a multilateral Bank engaged in reduction of poverty, improve living conditions for Africans and mobilize resources for the continent’s economic and social development. With this objective in mind, the institution aims at assisting African countries – individually and collectively – in their efforts to achieve sustainable economic development and social progress. Combating poverty is at the heart of the continent’s efforts to attain sustainable economic growth.

The AfDB is intending to acquire the services of a Junior Procurement Consultant Operations to support the project procurement activities financed by the Bank in Angola and Sao Tome and Principe to ensure that they are compliant with the Bank’s Procurement Policy. The Junior Procurement Consultant Operations will be based in Luanda, Angola and will administratively report to the Regional Procurement Coordinator (in short RPC) in Pretoria, South Africa. For technical matters relating to procurement issues, the Junior Procurement Consultant Operations would report and seek assistance from the Procurement Operations Officer in Angola.

The assignment is expected to start early January 2024 and will be for the duration of six (6)

months. The services required under the assignment includes but not limited to the following:

  1. Advise/assist the various Sector Divisions involved in the supervision of Borrowers project implementation activities as required by the relevant Presidential Instructions.
  2. Advise Borrowers, Suppliers, Consultants, Contractors and other Entrepreneurs on all aspects related to the procurement of goods and services under Bank Group funded projects.
  3. Participate in Preparation and Appraisal missions for projects with routine procurement components with a view to assisting Borrowers and Sector Divisions Staff to define the most appropriate modalities for procurement.
  4. Prepare the procurement chapter in the Project Appraisal Report.
  5. During the project/program preparation cycle missions, assess the adequacy and effectiveness of the procurement capacity at the Executing Agencies and Project Implementation Unit as well as provide advisory technical support to the project/program team on matters of procurement as an input to a new project.
  6. Provide inputs to the assessment of country procurement systems (MAPS, RACI, etc.) and advise Borrowers on the design and/or implementation of public procurement reforms.
  7. Participate in the project/program Launching Mission to assist the project/program team in developing capacity building of the Executing Agency in the area of procurement.
  8. Review, provide comments and participate in working group meetings of lending and non-lending activities reports.
  9. Receive, review and approve all tender related documents requiring the Bank’s “No Objection”, “Approval” or “Action” under the Procurement Policy of the Bank; monitor practical aspects by assisting the Projects’ Task Managers to supervise the procurement activities carried out by the Borrower throughout the project cycle.
  10. Maintain an on-going system of monitoring the compliance with the Bank’s Procurement Policy by the Borrowers and actions taken by project management to implement internal and external audit recommendations and report on the status of implementation.
  11. Support training seminars /workshops for the Borrower and Bank Staff.
  12. Provide the necessary inputs to the Division’s management information system.
  13. Support the preparation of the Annual Post Procurement Review Report on on-going projects with a
  14. view to advising Management on lessons learnt.
  15. Support the execution of audit findings as directed – initiating the necessary corrective actions to address all audit findings in Procurement function and prevent any repeat thereof.

COMPETENCIES (skills, experience and knowledge):

  1. Hold at least a Master’s degree or equivalent in Public/Business Administration, Law, Engineering, Procurement, Economics or related fields.
  2. A minimum of two (2) years’ of relevant professional experience and below the age of 32 years.
  3. Ability to be flexible, open-minded with integrity, client and results oriented for achieving both Bank’s and Borrowers’ objectives.
  4. Effective consulting and advisory skills that enable Sector Staff and Borrowers to build their confidence and skills to deal with procurement issues.
  5. Good networking skills and judgment are required while working within teams and when building professional relationships with procurement specialists and sector specialists working in the Region.
  6. Ability to communicate effectively (written and oral) in English Competence with standard MS Office software (Word, Excel, PowerPoint), preferably combined with knowledge and experience of SAP operations. Working knowledge in French and/or Portuguese will be an added advantage.
  7. The Junior Procurement Consultant Operations shall be working in Angola and will be required to travel on missions as necessary to Angola and Sao Tome and Principe.

Duration of the assignment

The duration of the assignment is for Six (6) Months, and it is expected to commence on 15th January 2024. The contract is on full time basis.

The AfDB now invites eligible individual junior consultants to indicate their interest in providing these services. The Junior Procurement Consultant Operations should be fluent in English in all forms of communications (read, write and speak). Knowledge of French or Portuguese will be an added advantage. Interested consultants must provide information indicating that they are qualified to perform the services (past relevant experience, description of similar assignments, experience in similar conditions, qualifications, etc.).

A short list will be compiled in accordance with PD 07/2022 “Concerning the Procedures for the

Acquisition of Consulting Services Funded by the Administrative or Capital Expenditure Budget of the Bank Group.”.
