REQUEST FOR EXPRESSIONS OF INTEREST

(INDIVIDUAL CONSULTANT)

PROJECT ACCOUNTANT

1. The Government of Angola has received Financing from the African Development Bank towards the cost of the Cabinda Province Agriculture Value Chains Development Project and intends to apply part of the agreed amount for this loan to payments under the contract for Project Accountant.
2. The services under this assignment include: (a) maintaining up to date duly interlinked journals and ledgers; (b) preparation of monthly reconciliation statements; (c) preparation of monthly management accounts/financial statements; (d) preparation of end of year accounts/financial statements (e) processing of payment requests (f) following-up all disbursement/payment requests (g) preparation of special account replenishment requests; and (h) preparation of financial statements required for all financial and administrative audits.

3. The Ministry of Agriculture and Fisheries now invites eligible (individual) consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (Curriculum Vitae, copies of certificates of academic and professional qualifications, reference to similar assignments and experience in similar conditions, etc.).
4. The Project Accountant will be selected for a period of two years, renewable at the end of the first year based on satisfactory performance evaluation. He/she will be based in the Project Office in Cabinda Province throughout the contract. The assignment is expected to begin in January 2024.
5. The Project Accountant must have:

• • At least a Bachelor degree in finance and/or accounting: 20 points;
  • Possession of a professional Accounting and/ or Auditing qualification such as ACCA, CIMA, CA or equivalents: 20 points;
  • At least 5 years of relevant work experience as accountant or financial management specialist: 15 points;
  • At least 4 years’ experience in the Public Sector project accounting. Experience working under donor funded projects will be a distinct advantage.: 30 points
  • Fluency in English and good command of Portuguese: 15 points.

6. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework dated 2015, which is available on the Bank’s website at http://www.afdb.org. Please, note that submission of interest expressed by a consultant does not imply any obligation on the part of the Ministry of Agriculture and Fisheries to include him/her in the final shortlist.
