REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES- FIRM SELECTION)
Assignment Title: EXTERNAL AUDITORS Ref: Abu-Rawash-Sludge-CS-02
The Arab Republic of Egypt has received funds (Grant) from the African Development Bank toward the cost of the Feasibility Study and Project Preparation for Green ABU-RAWASH Sludge Facility Project and intends to apply part of the agreed amount for this grant to payments under the contract for hiring an Auditing Firm for the Independent External Audit of the Financial Statements of the grant.
The services included under this project are the “External Auditor”. The consultant firm will be selected in accordance with the Consultant Qualification Selection (CQS). The services will cover the audit of the grant financial statements for two (2) periods, a mid-term audit report for the period December 11, 2019, till December 31, 2023, and a final audit report for the period January 01, 2024, till the closing date of the project.
The Construction Authority for Potable Water and Wastewater (CAPW) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification. The shortlisting criteria are:
- The auditor firm/company should be registered and have a license from a national or regional professional Accountancy Body.
- proven experience of 15 years in auditing, accounting, and financial analysis
- The firm/company should have at least 10 years’ experience auditing development project/programs, especially donor-funded operations, and provide completion certificates for previous assignments.
- Availability of qualified staffs as stated in the Term of reference among firm team.
The objective of the independent external audit of the Program financial statements is to obtain reasonable assurance as to whether the Program financial statements (PFS) as a whole are free from material misstatement, whether due to fraud or error, thereby enabling the auditor to express an opinion on whether the PFS are prepared in all material respects, in accordance with the applicable financial reporting framework; and to report on the financial statements and communicate as required by the ISAs in accordance with the auditor’s findings.
Eligibility criteria, the establishment of the short-list, and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework, dated October 2015, which is available on the Bank’s website at http://www.afdb.org. using the Consultant Qualification Selection (CQS) method.
