  1. The African Development Bank (AfDB or the Bank) hereby invites experienced Power BI Individual Consultants to express their interest in the following Assignment: “Developing and enhancing business focused reporting and analytics using Power BI.”
  2. The objective of this assignment is to contribute to the Bank’s efforts to further enhance existing dashboards and develop new sophisticated data projects for various services provided by the Quality Assurance and Learning division. A key aspect of this role is to ensure that all these dashboards are efficiently integrated into a consolidated report, offering comprehensive insights at a glance.
  3. The assignment will require the services of an Individual Consultant with strong analytical skills and in-depth expertise in Power BI dashboard development and data visualization. Further information is provided in the Annexed Terms of Reference.
  4. The Quality Assurance and Learning Division of the Bank invites Individual Consultants to indicate their interest in providing the above-described services. Interested eligible Consultants shall provide information on their qualifications and experience demonstrating their ability to provide the services (references for similar services, experience in comparable assignments, etc.).
  5. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy and Procedures for Recruitment of Individual Consultants. Please note that interest expressed by an Individual Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.
  6. The estimated duration of services is expected for six (6) months, with an estimated LOE of ninety (90) days. The estimated starting date is March 1, 2024.

Terms of Reference – Power BI Analyst

  1. INTRODUCTION

The African Development Bank (AfDB) seeks an individual consultant for the assignment:

« Supporting the Quality and Assurance Learning division in data analysis and reporting using Power BI. » This work, commissioned by the Quality Assurance & Learning Division (SNDR.3) of the

AfDB’s Development Impact & Results Department (SNDR), which aims to continuously improve the quality and timely delivery of Bank operations and ensure learning. In 2022, the division developed an internal dashboard using Power BI for the Readiness Review of Sovereign Operations. Plans are underway to enhance this dashboard to better meet management reporting needs and integrate additional business intelligence features. Additionally, the division intends to develop more dashboards for other data-generating services requiring visualization and analysis for informed decision-making. The primary goal of this assignment is to ensure that all developed dashboards are user-friendly, automatically refreshed, and integrated into a single report with corporate key performance indicators for quick insight access.

  1. SCOPE OF WORK

The goal of this assignment is to assist the division in enhancing its data reporting and visualization capabilities using Power BI. The consultant will:

Understand BI context business requirements and design data models for meaningful insights.

Create interactive visual reports and dashboards using Power BI.

Identify and monitor key performance indicators (KPIs) related to SNDR.3 services that could feed into the general dashboard

Analyze data and present it in reports for decision-making.

Work with users and team members at all levels to translate requirements into dashboard visualizations.

Create relationships between data and develop tabular and other multidimensional data models.

Chart creation, data documentation (algorithms, parameters, models, relations). Design, develop, test, and deploy Power BI scripts; perform detailed analytics. Perform DAX queries and functions in Power BI.

The specific objectives of this Assignment are as follow:

Objective 1: Understand and translate business requirements (10 working days):

The consultant will work closely with SNDR team to understand the business requirements and translate them into an actionable plan. Their task will include:

Requirement gathering: Conduct comprehensive consultations with division team members to thoroughly understand their specific business needs and reporting requirements, including where possible integration with other existing Bank data reporting tools.

Data analysis and assessment: Review and familiarize with the division’s services, existing raw data, and current reporting frameworks.

Strategic planning: Develop an actionable plan that aligns the BI solution with the division’s strategic objectives and operational needs.

Objective 2: Design the Dashboards (60 working days)

The Consultant will work closely with SNDR team to design the dashboards with a focus on user experience and ensuring ease of use, readability, accessibility, and ease of maintenance. The consultant should use comprehensive visualization strategy that effectively communicates the data story, using appropriate charts, graphs, and interactive elements. The specific projects that the Consultant will be supporting are:

Enhancing the existing Readiness Review of Sovereign Operation dashboard:

  • Data Analysis and DAX Equation Optimization: Conduct a thorough review and necessary amendments of all existing DAX equations, ensuring accurate raw data treatment.
  • Visual Enhancement and Feature Integration: Develop additional visual elements and integrate the Q&A feature, tailored to the division’s business needs and requirements.
  • Automated Reporting Configuration: Set up an automated system for generating and distributing monthly reports to end-users and management.

Developing new dashboards:

  • Readiness Review Country Strategy Papers Dashboard: Design a dashboard akin the Sovereign Operations Readiness Review, presenting critical metrics and analyses.
  • CLR Results Dashboard: Design a dashboard to showcase results of the Compliance and Learning Review. This review reports on quality and compliance of Bank operations and their processing documents including Implementation Progress and Results Report (IPR) for sovereign operations; validated Project Completion Report (PCR) for sovereign operations and Extended Supervision Report (XSR) for non-sovereign operations; Country Strategy Papers (CSPs) & Regional Integration Strategy Papers (RISPs). This dashboard will involve automation of various excel files focusing on the following:
  • IPR/PCR delivery: Utilize excel files and existing databases to create a dashboard tracking key performance indicators for IPR and PCR delivery including % PCRs submitted timely by sector department/complex/region.
  • Quality IPR/PCR analysis: Use excel-based data to create a dashboard tracking key portfolio quality indicators including IPR and PCR quality (%), timeliness of IPR filing in RRS, data completeness, topmost implementation issues and risks reported from IPRs, project performance by sector department, complex and region amongst others.
  • Quality CSPs/RISPs analysis: Use excel-based data to create a dashboard tracking key CSP quality indicators including timeliness on issuance, quality of CSPs/RISPs, and Selectivity analysis.
  • Quality Achievers Dashboard: Develop a dashboard which presents the bi-annual results of business units (regional and sector departments and vice-president complexes) performance on the Bank’s Quality related corporate KPIs. This dashboard must be highly visually attractive.
  • Operations Academy (eLearning Modules) Dashboard: Develop a dashboard using weekly Excel files from HR, showcasing metrics like completion rates by department, top five modules per pathway, enrollment figures, ongoing training, and completion stats, along with other relevant data.
  • Training Delivery Dashboard: Utilize SharePoint List files to create a dashboard tracking key performance indicators for training programs, such as the number of trainings delivered, hours provided, attendee counts, and summarized feedback from MS forms.

Integrating all dashboards into a single comprehensive Dashboard: Ensure that all dashboards boast best-in-class visuals, user-friendly interfaces, and are seamlessly integrated into a comprehensive dashboard to facilitate decision-making and report back to management on the division’s achievements.

Perform any other data analysis or visualization as deemed necessary by SNDR team: The Consultant will support SNDR team in other projects, as deemed necessary.

Objective 3: Developing detailed documentation and training for staff on Power BI (20 working days)

Comprehensive Documentation: Produce complete, detailed documentation, including technical manuals describing the architecture and design of each dashboard, with a comprehensive record of all DAX formulas and data models used.

Best Practices and Training Guide: Develop a guide outlining best practices for data updates, error handling, and performance optimization. Provide training sessions to staff on Power BI in general and on maintaining, updating the dashboard, managing data sources, and adjusting DAX formulas to ensure smooth team adoption and ongoing use

  1. REPORTING

Under the general guidance of SNDR.3 Manager, the consultant will work directly with the Principal Quality and Development Effectiveness Officer and the Development Effectiveness Quality Assurance Officer

  1. QUALIFICATIONS AND EXPERIENCE REQUIRED

Hold at least a Master’s degree in Data Science, Statistics, or any relevant field

An advanced certificate in Power BI is an advantage

At least 5 years of relevant experience in working with Power BI, DAX programming language and data visualization

Knowledge of data modelling fundamentals Strong knowledge of SQL and Excel skills

A results-oriented mindset, with an eye for detail

Knowledge of other application of MS Office Suite (SharePoint, List, Forms, Power apps Suites) is an asset

Strong communication and teaching abilities.

Excellent written and spoken English is required. French is an added advantage Ability to work both independently and as part of a team; and

Demonstrated capacity and flexibility to ensure high quality and timely delivery.

  1. DURATION OF THE ASSIGNMENT AND RENUMERATION

The duration of the assignment is six (6) months with an estimated LOE of ninety (90) days. The indicative start date of March 1, 2024. Payment of honorarium will be delivery-based. The Consultancy is home-based.
