NOTICE FOR EXPRESSION OF INTEREST

RECRUITMENT OF A CONSULTING FIRM TO CONDUCT STUDY ENTITLED

“UPDATED REVIEW OF THE IMPLEMENTATION STATUS OF THE TRANS AFRICAN HIGHWAYS AND THE MISSING LINKS”

  1. The African Development Bank Group (AfDB or the Bank) in collaboration with the United Nations Economic Commission for Africa (UNECA) hereby invite Consulting Firms to indicate their interest in the following assignment: Consultancy services for the Updated review of the implementation status of the Trans African Highways and the missing links.
  2. The study aims to review the current development status of the ten Trans African Highways (TAH) and to identify the missing links hindering its completion. It will update the first study carried out in 2003 jointly by the AfDB and the UNECA named “Review of the Implementation Status of the Trans-African Highways and the Missing Links”.
  3. The objective of the study is to identify and clarify the status of the development of the TAH. As each missing link constituting the TAH is being implemented by different implementation agencies, there is a need to consolidate information and produce updated information for the TAH as a whole. Simultaneously, studies and analysis will be conducted on the issues that hinder its progression, and possible solutions to overcome them. This knowledge product will serve as a starting point for the future development and completion of the TAH network.
  4. The estimated duration of services is six (6) months, and the estimated starting date is February 2023. The draft study reports will be approved at validation meetings with stakeholders.
  5. The AfDB in collaboration with the UNECA hereby invites Consultants (firms specialized in transport infrastructure engineering studies) to apply in order to provide the services described above. Interested, eligible and qualified consultants shall provide information on their ability and experience, showing their qualification for services of similar magnitude. The short-listing criteria are: (a) Experience within the last fifteen (15) years in cross-border corridor projects; (b) experience in highway works (studies, supervision, technical assistance) over the past fifteen (15) years; (c) Experience in sub-Saharan Africa; (d) IT /GIS resources (specialized software), (e) capacity to produce reports and all other relevant documents on the study in English, French and Portuguese.

NB: Each reference will be summarized on a project sheet and will be considered only if the candidate attaches supporting documents indicating the contact information of the contracting authorities so as to facilitate verification of the information provided: Excerpts of contract (inner cover page and page with the signatures) OR Attestation of good performance.

  1. The eligibility criteria, the preparation of shortlist, and the selection procedure shall comply with the African Development Bank’s Procurement Policy Framework (dated October 2015), available on the Bank’s website: http://www.afdb.org. The selection procedure will be based on the Quality and Cost Based Selection (QCBS) method, and a shortlist of six (6) firms which present the best profiles shall be drawn up after the expression of interest.
