The Government of Namibia has received financing from the African Development Bank toward the cost of the NAMSIP and intends to apply part of the agreed amount for this loan to payments under the contract for Consultancy Services for the NAMSIP Procurement Audit. The Project is being implemented in all the 14 Regions in Namibia.
The objectives of this audit are to:
- verify compliance to procurement procedures and contract management within the provisions of the Financing Agreement (FA) and as reflected in the most recent approved Procurement Plan;
- verify physical and technical compliance of deliveries in relation with the disbursement rate; and
- review the EA’s procurement capacity to fulfil its fiduciary mandate.
The Auditor shall tackle the fundamental aspects of the transactions made under the project and financed by the Bank, with respect to the provisions of the RMCs Public Procurement Laws and Regulations, and the fiduciary work normally carried out by Bank staff. The audit will identify good practices, non-compliance and deficiencies and recommend corrective actions. The estimated duration for the assignment is seven (7) calendar weeks and the assignment is expected to commence in February 2024. The Procurement Audit shall cover the 2022/23 and 2023/24 financial years.
The Ministry of Agriculture, Water and Land Reform (MAWLR) now invites eligible individual consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures and or curriculum vitae, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.).
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy of Bank Group Funded Operations 2015”, which is available on the Bank’s website at http://www.afdb.org.
