PROCUREMENT OF WORKS :

1. Lot 1 – Rehabilitation of Cabinda Municipality Roads: Pove – Tchifimbo [27,5 Km]; Cabassango – Ncungo [16,7 Km]; Mbaca – Cabelombo [10,5 Km] ;
2. Lot 2 – Rehabilitation of Cabinda Municipality Roads: Buco Mazi – Pove [23,7 Km];

1. This Invitation for Bids follows the General Procurement Notice (GPN) for this project that appeared on 30 of November of 2018 ;

2. The Government of Republic of Angola has received financing from the African Development Bank hereinafter called the Bank towards the cost of the Cabinda Province Agriculture Value Chains Development Project (CPAVCDP) and intends to apply part of the proceeds toward payments under the contracts for Rehabilitation of Rural Roads in Cabinda Municipality ;

3. The Ministry of Agriculture and Fisheries /Agrarian Development Institute, the Executing Agency, now invites sealed Bids from eligible Bidders for the execution of the following works:

Lot 1 Rehabilitation of Cabinda Municipality Roads: Pove – Tchifimbo; Cabassango – Ncungo; Mbaca – Cabolomb : 

• SectionR1: Pove Tchifimbo (27,5 km); Construction Period = 18 months ;
• SectionR4: Cabassango – Ncungo (16,7 km); Construction Period =14 months ;
• Section R5: Mbaca – Cabelombo (10,5 km); Construction Period = 9 months.

Lot 2 Rehabilitation of Cabinda Municipality Roads: Buco Mazi – Pove :  SectionR2: Buco Mazi – Pove (23,7 km); Construction Period = 18 months.

4. Bidders may Bid for one or more contracts (lots) or combination of lots (package), as applicable and as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid ;

5. Interested eligible Bidders may obtain further information from and inspect the bidding document from the office Cabinda Province Agriculture Value Chains Development Project (CPAVCDP), during office hours 8.00am to 3.00pm (UCT ; on weekdays except public holidays at the address given below ;

6. A complete set of bidding documents may be obtained free of charge by interested eligible Bidders upon the submission of a written application to the following emails: geral@piucabinda.com and procurementofficer@piucabinda.com  ;

7. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the African Development Bank Standard Bidding Document: Works (Without Prequalification) ;

8. Bids must be delivered to the address below on or before 30 am UCT +1 Time on 05 of September of 2022 and must be accompanied by a security of : USD 400.000,00 for Lot 1 and USD 200.000,00 for Lot 2 ;

9. Bids will be opened in the presence of bidders’ representatives who choose to attend at 10.45 am UCT+1 Time on 05 of September 2022 at the offices of :
