Individual Gender Consultant

  1. The African Development Bank (AfDB) hereby invites Individual Consultants to indicate their interest for the Climate Investment Funds Country Engagement Budget Pilot Programme for Climate Resilience (CIF CEB PPCR) funded activity: Gender-responsive beneficiary impact assessment for the Strengthening Climate Resilience Project in the Kafue Sub-basin (SCRiKA) in Zambia.
  2. The AfDB hereby invites Individual Consultants to indicate their interest in the following position: CIF  CEB  –  Gender-responsive  beneficiary  impact  assessment  for  the SCRiKA project – gender consultant.
  1. The Individual Consult will support the development of project proposal to implement the Gender-responsive beneficiary impact assessment for the SCRiKA project activity. Its main objective is to continue the scope of SCRiKA project and promote climate change adaptation and foster diversification of livelihoods to ultimately enhance the climate change adaptation capacity of farmers and natural ecosystems.

The main purpose of this assignment is about: i) undertaking an evidence-based review at the community and institutional levels regarding the SCRiKA projects; ii) documenting programme experience, and; iii) compiling key lessons learnt and best practices around gender programming.

  1. The Climate Finance Division (PECG.1) invites Individual Consultants to indicate their interest in providing the below-described services in the Terms of Reference. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.).
  2. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s procedure for the acquisition of consulting services funded by the Administrative or Capital expenditure. Please, note that interest expressed by a consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.
  1. The duty station is home-based requiring trips to Zambia (covered by the consultant herself/himself). The duration of services is 2 months. The expected starting date is January 9, 2023. TERMS OF REFERENCE FOR A CONSULTANCY TO UNDERTAKE A GENDER-

RESPONSIVE BENEFICIARY IMPACT ASSESSMENT FOR THE STRENGTHENING CLIMATE RESILIENCE PROJECT IN THE KAFUE SUB-BASIN (SCRiKA)

(INDIVIDUAL CONSULTANCY)

  1. BACKGROUND AND PROJECT CONTEXT

Zambia has increasingly become affected by climate variability and global climate change, with the country experiencing frequent droughts, seasonal and flash floods, and extreme temperatures. Impacts of Climate Change are worst on the poorest and most vulnerable households, because they rely more on climate sensitive production or rain fed agriculture in the most climate sensitive locations, and the rural population living along the Zambezi and Kafue landscapes (particularly along the central, Lusaka, southern and western zones) is amongst the poorest and most vulnerable in Zambia. Climate change affects men, women, youths, children and differently-abled persons in different ways. Of significance is the fact that women and children are most vulnerable to health impacts given their traditional roles in the society. As a response Government of the Republic of Zambia development the climate change Gender Action Plan (ccGAP) to ensure that Zambia’s climate change policy, programming and funding processes effectively mainstream gender considerations to guarantee that women and men have access to, participate in and benefit equally from climate change initiatives.

The Government of the Republic of Zambia, through the Ministry of Green Economy and Environment, has been implementing the Pilot Programme for Climate Resilience (PPCR Zambia) project, funded by the Climate Investment Funds (CIF). The long-term objective of the PPCR Zambia is to mainstream climate change into the most economically important and vulnerable sectors of the economy in order to ensure sustainable development towards the attainment of Zambia’s Vision 2030.

PPCR Zambia interventions in the Kafue sub-basin are being implemented in eleven (11) districts in three (3) provinces, namely Namwala, Kalomo, Choma, Pemba, Monze, Mazabuka (Southern Province); Chibombo, Itezhi tezhi, Mumbwa, Shibuyunji (Central Province); and Kafue (Lusaka Province).

The objective of the SCRiKA project is to strengthen the adaptive capacity of rural communities to better respond to current climate variability and long-term consequences of climate change in the Kafue sub-basin.

Investments supported by the SCRiKA project include participatory adaptation, access to markets, climate-resilient infrastructure and strategic program support in agriculture, water, livestock, fisheries, natural resources and climate information services. Implementation of the SCRiKA project comes to an end in March 2023.

The Government of the Republic of Zambia has received funding from the Climate Investment Funds (CIF), to undertake a Gender-responsive Beneficiary Impact Assessment of the SCRiKA Project. We now wish to hire an individual consultant to undertake a gender-responsive beneficiary impact assessment (GSBIA) for the SCRiKA project.

  1. OBJECTIVES OF THE ASSIGNMENT

The main purpose of this assignment is to: i) undertake an evidence-based review at the community and institutional levels regarding the SCRiKA projects; ii) document programme experience, and; iii) compile key lessons learnt and best practices around gender programming. The individual consultant will be required to undertake the following as a minimum:

  1. Evaluate the participatory approaches, access and beneficiary impacts on men and women by the SCRiKA Project;
  2. Filter out key gender aspects and make recommendations to inform future programming.
  • Elaborate a learning note compiling the key lessons learnt, best practices and recommendations of this gender-responsive beneficiary impact assessment.
  1. SCOPE OF THE ASSIGNMENT

The individual consultant will be expected to carry out and deliver on the following tasks:

  1. Undertake a review that will take into account all existing relevant reports and project documents to have a full understanding of the projects; Compare baseline and final outputs and outcome gender related indicators at the end of the project.
  2. Conduct inclusive interviews including women and youth women and men with key project staff and its implementation structures at Provincial and District level, relevant Government Ministries such as Green Economy and Environment, Local Authorities, Climate Risk Adaptation Facilitators (CRAFs), etc., and beneficiaries of both projects, to record their views on results and impacts of the projects and gender related lessons;
  3. Interview selected individual beneficiaries, review case studies and district staff to ascertain people level and community gender aspects and impacts of the SCRiKA project.
  4. Document good gender related best practices and lessons learnt, and identify what worked well, what did not work well, what was missing and provide recommendations for future improvements;
  5. At the end of this overall review, the consultant is required to produce a learning note providing all information necessary to substantiate major conclusions and recommendations on the design of future programmes;
  6. DELIVERABLES

The following are the key deliverables of the assignment:

  1. Inception report outlining key scope of work, work plan, schedule and methodology of the review. The inception report is to be submitted one (1) week after commencement of the assignment;
  2. Development of data collection tools (questionnaires and interview schedules) two (2) weeks after commencement of the assignment;
  • Draft comprehensive learning note on key gender lessons learnt, best practices and recommendations from implementation of the SCRiKA project. The learning note should be in English and French, and should be submitted six (6) weeks after commencement of the assignment;
  1. Final report, following incorporation of comments, eight (8) weeks following the commencement of the work.

All deliverables should be submitted to NPCU (PPCR Zambia & TRALARD) and AfDB PECG management, for review, integration of comments and approval. All deliverables are expected to be produced in English and French.

  1. DURATION OF ASSIGNMENT

The assignment is for eight (8) weeks following the signing of contract. Estimated starting date: January 9, 2023.

  1. QUALIFICATIONS/EXPERIENCE/SKILLS

The consultant must possess:

  • Masters or higher in one or more of following: Agricultural Economics, Development Studies, Regional Planning, Gender studies, Environmental Studies, Natural Resource Management, Climate Change studies, or related disciplines;
  • A minimum of 6 years’ experience conducting gender impact reviews and evaluation studies as lead or deputy lead in the team, and documenting lessons learnt;
  • Demonstrated experience in the field of and issues around climate change;
  • Experience collecting data using qualitative and quantitative methods;
  • Experience conducting medium to large scale reviews and surveys in rural areas;
  • Excellent written English and French plus excellent oral fluency English
  1. REMUNERATION

The remuneration is dependent on the qualifications and experience of the Consultant. The Consultant will work under the supervision of a designated NPCU staff and under AfDB PECG management. All logistical costs such as transport, per diems, and any other costs necessary for completion of the assignment and field activities will be included in the negotiated contract. The amount and schedule of payment of fees shall be aligned to the deliverables (see Section 4) and in accordance with the terms and conditions of the contract agreement finally made between the Client and the Consultant.

  1. SERVICES AND FACILITIES PROVIDED BY CLIENT

The National Project Coordinating Unit (PPCR Zambia & TRALARD) will facilitate access to relevant information and documents on the SCRiKA project. To ensure soundness and validity of the technical content, the NPCU (PPCR Zambia & TRALARD) will make available competent technical staff to support the consultant. The Client will provide all the required coordination for the assignment. The Client will source and provide the consultant with reports and other documents related to the assignment including providing advisory services on logistical arrangements for field work as required. The Client will assist the Consultant in all relevant local matters in order to ensure smooth implementation of the assignment.

  1. RESPONSIBILITIES OF THE CONSULTANT

The Consultant will report to the National Coordinator – National Project Coordinating Unit, (PPCR Zambia & TRALARD), under the Ministry of Green Economy and Environment and to AfDB PECG management staff. The Consultant shall carry out the assignment in a professional manner in keeping with internationally accepted standards. The Consultant may have additional experts they may deem necessary to successfully undertake the assignment, but at no extra cost to the Client. The Consultant shall be ready and willing to work with Government staff. At the end of the contract, all items procured for the assignment or for which reimbursement was claimed and received shall be handed over to the Client. The Consultant shall also keep complete records of all services carried out under the assignment and handover to the Client all documents, working papers and equipment, if any.
