  1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: Monitoring, Evaluation, Reporting and Learning (MERL) Consultant under the Urban and Municipal Development Fund.
  2. Background: Africa is urbanizing rapidly. The Bank in 2019 established a new division dedicated to Urban Development and launched the Urban and Municipal Development Fund (UMDF). It aims to prepare operational engagement with subnational entities and respond to the rapidly increasing demand by its Regional Member Countries (RMCs).
  3. Objective of the Consultancy: The Objective of the consultant is to develop, strengthen and implement the UMDF Monitoring, Evaluation, Reporting, and Learning system, to strengthen the MERL system for the Fund, in-line with AfDB policies and guidelines.
  4. The services to be provided under the Consultancy are to (i) further develop the UMDF Results Management Framework (RMF), (ii) harmonize it with the Bank RMF and (iii) implement a reporting system, fully applying the Bank’s boarder monitoring and reporting tools and standards for the Fund. Consideration must be given to a lean and operational system for a fact-based and data-driven overview of UMDF operations and results attainment vis-à-vis the approved RMF. It is expected that the consultant acts as an interface between the UMDF secretariat, various Bank user departments that task manage UMDF-supported technical and financial assistance, the Department for Delivery, Performance Management and Results (SNDR) to assure timely and accurate results reporting and full application of Bank monitoring and reporting standards.
  5. The Infrastructure and Urban Development Department invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (Education, experience in similar assignments, experiences with African (urban) development). The Consultant will be part of the UMDF Secretariat, and it is expected that s/he will be based in Abidjan, Cote d’Ivoire.
  6. The eligibility criteria, the establishment of a shortlist, and the selection procedure shall be in conformity with the Bank’s Procurement Policy for Recruitment of Corporate Consultants. Please, note that interest expressed by a consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.
  7. The estimated duration of the consultancy is 135 days over a period of 12 months, with the option of renewal upon satisfactory performance and availability of funds. The starting date is January 2023 or as soon as possible hereafter.

  1. Establishment of the Shortlist

A shortlist of individual consultants will be established at the end of the request for expressions of interest. The consultants on the shortlist will be judged on the following criteria based on their updated resume.

Level and relevance of formal education(-s)30%

Candidates shortlisted will be subject to a competency-based interview, for final selection.
