REQUEST FOR EXPRESSIONS OF INTEREST
(INDIVIDUAL CONSULTANT)
SENIOR PROCUREMENT SPECIALIST

- The Government of Angola has received Financing from the African Development Bank towards the cost of the Cabinda Province Agriculture Value Chains Development Project and intends to apply part of the agreed amount for this loan to payments under the contract for Senior Procurement Specialist.
- The assignment aims to ensure the effective and efficient conduct of all procurement activities associated with the CPAVCDP, in full compliance with the requirements and procedures of the AfDB and the Republic of Angola where applicable. This will include a) procurement planning and reporting b) preparation of documents for procurement of works, goods and with the CPAVCDP, in full compliance with the requirements and procedures of the AfDB and the Republic services; c) organization, coordination, supervision and management of project procurement; and d) contract and document management
- The Ministry of Agriculture and Fisheries now invites eligible (individual) consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (Curriculum Vitae, copies of certificates of academic and professional qualifications, reference to similar assignments and experience in similar conditions, etc.).
- The Senior Procurement Specialist will be selected for a period of two years, renewable at the end of the first year based on satisfactory performance evaluation. He/she will be based in Luanda and will have regular travel to Cabinda Province throughout the contract. The assignment is expected to begin in January 2024.
- The Senior Procurement Specialist must have demonstrated strong procurement experience and knowledge in the procurement of high value civil works contracts (above 15 million USD) using procurement procedures of multilateral development banks, especially the African Development Bank. Specifically, the Senior Procurement Specialist must have:

- Bachelor’s degree in business administration, public administration, law, engineering or any related field, and a master’s degree in public procurement or business administration or engineering. Courses or accreditation in procurement and contract management will be considered and added advantage: 20 points;
- At least fifteen (15) years of experience in conducting/managing procurement for public institutions: 10 points;
- At least ten (10) years of experience in conducting procurement of high-value civil works contracts using FIDIC conditions of contract. Specific experience in conducting procurement of such high-value civil contracts under projects financed by multilateral development banks will be an advantage:50 points;

- Experience in providing training/capacity building on procurement issues: 10 points; and
- Fluency in English. Working knowledge of Portuguese will be a plus.: 10 points.
- Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework dated 2015, which is available on the Bank’s website at http://www.afdb.org. Please, note that submission of interest expressed by a consultant does not imply any obligation on the part of the Ministry of Agriculture and Fisheries to include him/her in the final shortlist.
