REQUEST FOR EXPRESSIONS OF INTEREST FOR RECRUITMENT OF HYDROPOWER SPECIALIST INDIVIDUAL CONSULTANT

 

  1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: Hydro Power Specialist
  1. Power systems Delivery Department (PESD), intends to recruit a Hydropower Specialist who will operate at the highest levels in relation to relevant industries and other stakeholders. The following is a list of selected activities of assignments under the Hydropower specialist:
  1. Prepare, appraise, negotiate, and supervise hydropower projects. Lead/support teams on operational work and policy dialogue in the energy sector;
  2. Review, comment  and  provide  due  diligence  opinions  on  the  adequacy  of  Project’s Documents like Power Purchase Agreement, Engineering Procurement and Construction Contract(s), Operations & Maintenance Contracts etc.
  3. Support the procurement, management and supervision of the Lenders Technical Advisor and other Technical Specialists as necessary, for project financing due diligence.
  4. Review and comment on the Lenders Technical Advisors report’s as and when they are issued throughout the project cycle.
  5. Review and comment on technical assumptions used in a project financial model;
  6. Support country energy teams on the development of projects/programs to optimize utilization of hydropower generation;
  7. Lead and contribute to PEVP Hydropower analytical and advisory work.
  1. The “Power Systems Development Department” invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information in a form of Curriculum Vitae (CV) on their qualifications and experience demonstrating their ability to undertake this Assignment (relevant documents, reference to similar services, experience in similar assignments, etc., should also be included in the CV).
  1. Minimum Qualification Requirements:

A Master’s degree in a field related to hydropower development e.g., engineering, energy planning, water resources management, financial management, economics or other related field with the minimum of 15 years of relevant experience in international institutions/companies and/or government in hydropower projects/programs with demonstrated track record per technical evaluation criteria above;
  3. Minimum of 15 years work experience in hydropower development and implementation such as in planning, feasibility studies, design, project supervision and operations, preferably in developing countries with experience in Africa as an added advantage;
  4. In depth understanding of sustainability issues of hydropower development and actions necessary in planning, design, and implementation to ensure social, environmental, economic and financial sustainability, including industry good practice standards;
  5. Knowledge and experience of PPP approaches to hydropower development, including negotiating project documents and related agreements; Analytical skills to extract data and use to inform the development agenda;
  6. Excellent oral and written communication skills, ability to effectively dialogue with and relate to clients and stakeholders; and, proficiency in English is essential with proficiency in French as an added advantage.

The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy and Procedure for Corporate Consultants Recruitment. Please, note that interest expressed by a consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.
  1. The estimated duration of services is 12 months and the estimated starting date is mid-January, 2023.

  1. Establishment of the Shortlist

A shortlist of three (3) to six (6) individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following four (4) criteria based on their updated resume.
